At Central Plateau Cleanup Company (CPCCo), located in Richland, Washington, we are working to provide a sustainable future for the historic Hanford area through the protection of the Columbia River and the remediation of the Central Plateau. Our Project Integration Support department is seeking experienced and dynamic Project Controls Specialists who is a self-starter willing to support the extended project team and take an active part in making them successful.
A day in the life of a Project Controls Specialist, under general supervision will involve, but is not limited to the following:
* Work within established procedures and earned value management system (EVMS). * Implement work breakdown structure and the project coding structure for control and integrity of work defined by the contract. * Provide day-to-day EVMS and project controls systems support to assigned projects. * Work with Control Account Manager (CAM) to prepare, maintain, review and revise baseline schedules and budgets for programmatic activities. * Work with CAM to develop Rules of Performance for performance measurement. * Develop, maintain and monitor Field Execution Schedule. * Develop, maintain and monitor spend forecasts including Estimate to Complete (ETC) and Estimate at Complete (EAC). * Support Task Order and Contract Change Proposal Development. * Measure both cost and schedule performance and analyze cost and schedule variances. * Perform trend analysis and identify and document corrective actions. * Support development of a critical path method schedule as needed. * Prepare and/or review baseline change requests, including cost estimating, basis of estimate development, and schedule preparation. * Work with CAM to obtain data on field progress and review invoices of contractors to provide independent judgment for progress reporting and payment, and accrual determination. * Prepare Work Authorization Documents and Work Charge Authorizations. * Perform work in a safe, compliant, and cost-effective manner. * Mentor and train project controls staff on project for consistency within the team.
Basic Qualifications
* Career Level Grade 17: Bachelor's degree or equivalent combination of education and experience with 6 or more years of relevant experience.
* Senior Level Grade 18: Bachelor's degree or equivalent combination of education and experience with 8 or more years of relevant experience.
The higher posted level has greater scope, complexity, authority, impact. The level offered to the selected candidate will be based on the needs of the company and the candidate's education, training, and/or experience.
Desired Qualifications
* Demonstrated ability to evaluate and prioritize work activities so tasks can be accomplished within identified period while taking into account impacts of decisions. * Demonstrated ability to act independently to review, validate, and document project controls-related data for internal and external use. * Experience with Earned Value Management Systems (P6, Cobra or equivalent systems). * Experience implementing EIA-748 Earned Value Management and project controls practices. * Experience with PowerBI. * Excellent verbal and written communication skills, and the ability to work well with others.
Compensation & Benefits
In accordance with the CPCCo salary determination process, CPCCo takes into consideration the level of assigned job duties and responsibilities, and the candidate's education, training, and/or experience relative to internal peers and the external labor market. CPCCo will not solicit salary history for candidates.
Expected annualized pay range based on full time schedule (40 hours per week):
* Career Level Grade 17: $84,350- $134,700.
* Senior Level Grade 18: $92,700 - $148,550.
In addition to base pay, employees may be eligible for variable pay awards.
