Contract Maintenance Manager

The CMM shall be technically qualified in the field of Healthcare Facilities Maintenance Management and shall, as a minimum, have five (5) years' experience in medical/health care (bedded-inpatient) facility operations and maintenance, including two years of supervision of a diversified work force responsible for 24-hour (24/7/365) operations, maintenance and repair of medical facility systems. The CMM shall be familiar with the various codes and standards applicable to the O&M tasks covered by the PWS, TJC, NFPA, EPA, and OSHA codes and standards. The CMM shall have five (5) years' experience with The Joint Commission compliance (maintenance and documentation [including all Defense Medical Logistics Standard Support, Facilities Management (DMLSS-FM/LogiCole) work requests and all supporting testing/certification/verification (in-house or subcontracted) documentation] requirements for Environment of Care (EOC) and Life Safety (LS) compliance) as required for healthcare facilities. The CMM shall be able to read, write, speak, and understand English.

RESPONSIBILITIES AND DUTIES:




  • Perform all duties in accordance with the Operations and Maintenance Performance Work Statement.
  • Serve as the primary point of contact for the Government Contracting Officer Representative (COR) and Facility Manager (FM) regarding contract maintenance performance.
  • Effectively manage maintenance operations necessary to execute all scheduled maintenance and unscheduled maintenance events described in the project work scope with established regulatory requirements.
  • Responsible for assigning work orders, staff duties, and reviewing all corrective and preventative maintenance for proper documentation.
  • Manage and supervise work orders to ensure timely, accurate, and effective completion.
  • Serve as the preventative and corrective maintenance expert, providing guidance and direction to the team.
  • Ensure adherence, compliance, and conformance to contract requirements and review performance indicators to improve efficiency.
  • Analyze monthly actions to include labor, expenditures, overtime and collaborate with the management team on areas of improvement.
  • Assist management team with communication between staff and the customer.
  • Ensure building files, drawings and maintenance records are kept up to date.
  • Plan, manage, direct, and motivate assigned personnel and long-range activities, and ensure all programs and procedures are being properly implemented.
  • Responsible for on-the-job and ongoing training for all maintenance employee
  • Responsible for parts and materials needed for on-time maintenance and coordinate requisitions with the Purchasing department.
  • Investigate equipment failures and issues to diagnose faulty operation and make recommendations to Project Manager (PM), Operations& Maintenance (O&M) team and Facilities Management (FM) staff.
  • Oversee installation, operation, maintenance, and repair of systems and equipment and ensure they are installed and functioning according to specifications.
  • Maintain oversight of O&M equipment warranty.
  • Oversee status of all Service Orders in the hospital and provide continual weekly updates to the PM and FM staff.
  • Prepare monthly reports; review assigned Service Orders monthly to determine completion percentages for invoicing the government.
  • Responsible for all keys issued and distributed.
  • Manage other departments as required.

Knowledge of:



  • The CMM shall be onsite during the facility's first shift normal duty hours (currently Monday-Friday, 0700 to 1600) excluding federal holidays
  • After normal duty hours, the CMM or designated alternate shall respond to the MTF for situations requiring their presence on-site within one (1) hour.
  • The CMM shall notify the COR, in writing, of planned or unplanned absences of one (1) workday or more. Notice shall be provided a minimum of one (1) week in advance of planned absences and within one (1) workday of unplanned absences. The CMM shall provide the name of the interim personnel who shall be performing CMM duties and responsibilities during the absence. Any proposed interim personnel shall meet all respective key personnel requirements, including being on-site during required normal duty hours.
  • The CMM shall also be reachable, by the Facility Management staff, on their company cell phone during normal duty hours and after normal duty hours, on a 24/7/365 basis. Whenever the CMM is contacted regarding an emergency situation, the CMM shall immediately provide guidance to contractor personnel and then contact the COR and FM.


  • Knowledge, Experience and Skill Requirements




    • Proven ability to understand, interpret, and execute complex contract requirements, including performance work statements and associated technical documents, ensuring full compliance and successful contract performance.
    • Knowledge of the proper repair and maintenance requirements for medical facilities, grounds, and utilities.
    • Knowledgeable and skilled in the operation, repair and maintenance of HVAC, electrical, plumbing and mechanical, fire, and security systems.
    • Experienced with computer programs including all applications of Microsoft Suite, CMMS & BAS.
    • Experience in government contracting and financial administration.
    • Knowledge of U.S. government procurement regulations and labor law.
    • Excellent management and employee relations skills.
    • Excellent verbal and written communication skills.
    • Ability to read and understand blueprints.
    • Ability to handle sensitive and confidential matters.
    • Ability to work independently and recommend solutions to problems.
    • Knowledge of Microsoft Word, Excel, Access, and PowerPoint.
    • Preferred if experienced on OMEE programs.
    • Superior attention to detail.
    • Ability to work in a fast-paced environment while attending to multiple tasks and demands.
    • Ability to travel 5-10% of the time.



    Licenses and Certification

    Required:



    • 5 years' experience in operations and maintenance, preferably in a hospital environment.
    • 2 years' experience in supervising employees preferably in skilled trades or maintenance operations.
    • High school diploma/GED or higher education.
    • Valid driver's license.


    Preferred:



    • Certified Healthcare Facility Manager (CHFM) certification.
    • OSHA 10 or 30-Hour Safety certification.
    • Certified Energy Manager (CEM).



    Physical Requirements:

    Employee is regularly required to sit; use hands to handle or feel and communicate effectively. Frequently required to reach with hands and arms and occasionally is required to stand; walk and stoop, kneel, crouch, or crawl. Employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

    Must be able to pass background check.
