Assistant Contract Maintenance Manager

The ACMM shall be responsible for the performance of work in the absence of the CMM. The ACMM shall be technically qualified in the field of Healthcare Facilities Maintenance Management and shall, as a minimum, have three (3) years' experience in medical/health care (bedded-inpatient) facility operations and maintenance, including two years of supervision of a diversified work force responsible for 24-hour (24/7/365) operations, maintenance and repair of medical facility systems. The ACMM shall be familiar with the various codes and standards applicable to the O&M tasks covered by the PWS, TJC, NFPA, EPA, and OSHA codes and standards. The ACMM shall have three (3) years' experience with The Joint Commission compliance (maintenance and documentation [including all Defense Medical Logistics Standard Support, Facilities Management (DMLSS-FM/LogiCole) work requests and all supporting testing/certification/verification (in-house or subcontracted) documentation] requirements for Environment of Care (EOC) and Life Safety (LS) compliance) as required for healthcare facilities. The ACMM shall be able to read, write, speak, and understand English. The ACMM shall not be dual-hatted. The ACMM shall be an employee of the prime contractor.

RESPONSIBILITIES AND DUTIES:




  • Perform all duties in accordance with the Operations and Maintenance Performance Work Statement.
  • Management of Operations and Maintenance contracts to maintain and operate facilities and utility systems.
  • Perform operations and maintenance functions including planning, directing and budgeting for assigned contracts.
  • Perform O&M Management administration functions, handling a variety of actions and problems relating to assigned contracts; may prepare and analyze project fund status reports, review billing procedures and contractual requirement submittals.
  • Monitor management plans designed to accomplish contractual objectives and provide direction and support to subcontractors, support staff, trades and crafts.
  • Responsible for monitoring budgets on assigned contracts.
  • Reconcile inconsistencies between proposals and new projects and analyze the effects of proposed contract changes; may provide management assistance with the coordination and negotiation of contract changes.
  • May prepare customer correspondence concerning contract commitments, and modifications.
  • Responsible for keeping current on government regulations and commercial trends.
  • Monitor contract compliance requirements to ensure compliance with Service Contract Act, Davis Bacon Act and other Federal regulations as required.
  • Responsible for safety of all personnel on job, including sub-personnel, compliance with environment standards and quality of work performed.
  • Maintain relationship with labor union contacts and determine how to handle grievances.
  • Research and address customer and employee complaints.
  • Participate in long range planning of facility maintenance activities.
  • When acting in the absence of the CMM, possesses full authority to act for the contractor on all task order matters relating to daily operation of this task order and shall be responsible for the overall performance of work for the entire task order.
  • Develop, coordinate, and manage work schedules and work flow.
  • Evaluate and justify supplies, equipment and purchases as necessary.
  • Ensure the facility under his/her responsibility is safe and complies with all federal, state and local laws.
  • Implement human resource policies and practices, including the development of associates for promotional opportunities.
  • Create an environment that encourages teamwork, innovation and a strong commitment to client satisfaction.
  • Work within budgeted guidelines regarding labor costs, supplies and other expenses.

Position Requirements




  • The ACMM shall be onsite during normal duty hours (currently Monday-Friday, 0730 to 1630) excluding federal holidays.
  • After normal duty hours, the ACMM or alternate shall respond to the MTF for situations requiring their presence on-site within (1) one hour.
  • The ACMM shall notify the COR, in writing, of planned or unplanned absences of one (1) workday or more. Notice shall be provided a minimum of one (1) week in advance of planned absences and within one (1) workday of unplanned absences. The ACMM shall provide the name of the interim personnel who shall be performing ACMM duties and responsibilities during the absence. Any proposed interim personnel shall meet all respective key personnel requirements, including being on-site during required normal duty hours.
  • The ACMM or alternate shall also be reachable, by the Facility Management staff, on their company cell phone during normal duty hours and after normal duty hours, on a 24/7/365 basis. Whenever the ACMM is contacted regarding an emergency situation, the ACMM shall immediately provide guidance to contractor personnel and then contact the COR and FM.



Knowledge, Experience and Skill Requirements




  • Experience in government contracting and financial administration.
  • Knowledge of U.S. government procurement regulations and labor law.
  • Excellent management and employee relations skills.
  • Excellent verbal and written communication skills.
  • Ability to handle sensitive and confidential matters.
  • Ability to work independently and recommend solutions to problems.
  • Knowledge of Microsoft Word, Excel, Access, and PowerPoint.
  • Superior attention to detail.
  • Ability to work in a fast-paced environment while attending to multiple tasks and demands.
  • Ability to travel 5-10% of the time.



Licenses and Certification:

Required:



  • 3 years' experience in operations and maintenance, preferably in a hospital environment.
  • 2 years' experience in supervising employees preferably in skilled trades or maintenance operations.
  • High school diploma/GED or higher education.
  • Valid driver's license.



Preferred:



  • Certified Healthcare Facility Manager (CHFM) certification.
  • OSHA 10 or 30-Hour Safety certification.



Physical Requirements:

Employee is regularly required to sit; use hands to handle or feel and communicate effectively. Frequently required to reach with hands and arms and occasionally is required to stand; walk and stoop, kneel, crouch, or crawl. Employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Must be able to pass background check.
