LOCATION: Remote/Telework

POSITION TIMING: Position requires candidate to obtain DOJ Public Trust prior to starting, which can take 4+ weeks

ITC Federal is seeking a dynamic and experienced Lead Finance Analyst / Service Delivery Manager - SME to join our growing team. This dual-role position serves as both a senior financial analyst and a client-facing service delivery leader. The ideal candidate will be responsible for overseeing financial performance, driving process improvements, and ensuring high-quality service delivery across designated projects.

This is a strategic, hands-on leadership role that demands deep expertise in federal financial analysis, budgeting, forecasting, and service delivery operations.



Responsibilities

Financial Analysis (Lead Analyst Responsibilities)

    Lead financial planning, budgeting, and forecasting activities for client programs and internal operations.

  • Monitor and report on project financial performance, including cost, revenue, and variance analysis.

  • Develop financial models and dashboards to support decision-making and identify opportunities for efficiency.

  • Ensure compliance with FAR, CAS, and other applicable federal contracting regulations.

  • Support audits, reviews, and financial reporting requirements.

Service Delivery Management (SME Responsibilities)
  • Serve as the primary point of contact for clients regarding service delivery performance.

  • Oversee the execution of project deliverables and ensure contract compliance and high customer satisfaction.

  • Develop and maintain SLAs and KPIs to monitor service quality, timeliness, and accuracy.

  • Collaborate with cross-functional teams (finance, IT, operations, HR) to ensure seamless service delivery.

  • Proactively identify and resolve service delivery issues and implement best practices to improve performance.



Qualifications

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field. Master's degree preferred.

  • Minimum of 8-10 years of experience in federal financial management or financial analysis.

  • At least 5 years of experience managing or supporting service delivery functions in a federal contracting environment.

  • Deep understanding of federal acquisition regulations (FAR), cost accounting standards (CAS), and budgeting processes.

  • Experience managing cross-functional teams and working directly with government clients.

  • Strong proficiency in financial tools such as Excel, Power BI, and ERP systems (e.g., Costpoint, Oracle).

  • Excellent communication, leadership, and problem-solving skills.


Desired Qualifications:

  • PMP or ITIL certification.

  • Experience supporting DoD, DHS, DOJ, or other large federal agencies.

  • Familiarity with service delivery frameworks and process improvement methodologies (Lean Six Sigma, etc.).

  • Experience in a hybrid technical/financial oversight role.

SECURITY CLEARANCE REQUIREMENTS:

  • Ability to obtain a DOJ public trust clearance; candidate selected will be subject to a Government Public Trust security investigation and must meet eligibility requirements for access. Current clearance is not required, but selected individual cannot start the assignment until the required security clearance is granted by the customer.

WORK ENVIRONMENT AND PHYSICAL DEMANDS: Candidate must be able to function in general office environment.
