JOB TITLE: Program Manager/Analyst GOVERNMENT AGENCY: DOJ ATR (Antitrust Division) POSITION INFORMATION: Full-Time Position; Government contractor supporting DOJ ATR LOCATION: Remote; DC/VA/MD preferred for occasional customer meetings POSITION TIMING: Position requires DOJ clearance; candidate can start once complete (4-6 weeks) BENEFITS: Health, Dental and Vision, 401(k), Flexible Spending Account (FSA), 11 Paid Federal Holidays, PTO, education reimbursement ITC Federal, LLC is an information technology and consulting company focused on servicing the needs of the Federal Government. OVERVIEW: The Program Manager shall provide program management and be directly responsible to the Government Task Manager (GTM) for specific leadership, guidance, oversight, and daily customer communication/interface.
Responsibilities
RESPONSIBILITIES:
Provide quality contract services by orienting, training, assigning, scheduling, and coaching staff; being customer-service oriented; and identifying and implementing work process improvements.
- Ensure quality program solutions are provided by developing and completing test plans; and maintaining project and technical documentation.
- Prepare project management documentation regarding web content management, design, development, quality assurance, and general support operations and gather requirements as necessary from Antitrust Division management and staff.
- Implement program solutions by monitoring project progress; tracking action items; conducting design and implementation reviews; examining, researching, and resolving issues; escalating issues to appropriate authority; responding to team members' concerns; and coordinating requirements with stakeholders.
- Develop project management and task assignment plans that satisfy requirements and deliver contracted services.
- Interface with the WSS Chief and other ATR and DOJ management and staff to ensure information technology services provided satisfy customer needs.
- Ensure weekly, monthly, annual and other reports are prepared in writing as requested; prepare draft reports and data call/survey responses as requested by the Department, Division, and WSS Chief.
- Assign appropriate tasks to members of the WSS content management, design, and development teams.
- Develop, document, and maintain web standards and procedures for the ATR websites; and publish as necessary on internal wikis, collaboration systems, on file servers, and maintenance websites.
- Assess, train, and develop staff so they ensure compliance with Section 508 requirements, W3C and other web best practices, usability, and ATR web policies and procedures.
- Plan complex and large quantity public comment and trial exhibit postings support tasks and coordinate adequate staff support and coverage, coordinating after-hours support when necessary.
- Work closely with government and contract design and development staff to ensure adequate usability testing of new and redesigned sections of the websites.
- Work with Litigation Support Section (LSS), Technology Services Section TSS), and other staff to provide Adobe Acrobat and Creative Cloud (product suite) subject matter expertise and hyperlinking support.
- Perform research, beta, and pilot testing of web and IT software and hardware products and systems as requested and directed; document and communicate findings. Includes conducting market research for web development products and services and analyzing products for Section 508 compliance. Assist in the discovery, design, development, implementation, integration, maintenance, and support of web content management systems and solutions.
- Work closely with WSS and Management Support Section (MSS) developers and staff to ensure accuracy and functionality of database information and dynamic content.
- Analyze reports of broken links on the ATR intranet and Internet websites and coordinate all necessary repairs.
- Identify and help facilitate appropriate training/development opportunities for ATR staff members.
- Assist WSS management staff in the coordination of internship activities and assignments.
- Provide assessments of contractor staff performance to the WSS Chief verbally and in writing.
- Ensure contract staff document work performed and enter same in all appropriate IT systems.

Qualifications
- 10+ years of professional experience with prior experience in web development, web content management or similar roles
- 3+ years of Program/Project management supporting a Web Development environment/project
- Recent hands-on technical experience supporting a Web Development environment/project
- Bachelor's degree, required; advanced degree, preferred
- PMP and/or CSM certifications, preferred
SECURITY CLEARANCE REQUIREMENTS:
- Ability to obtain a DOJ public trust clearance
