In this dynamic role, you'll serve as a vital link between employees, payroll, HR, benefits providers, and leave specialists-ensuring that benefit programs like disability, unpaid leave, and flexible spending accounts run smoothly and in compliance with policies and laws. From evaluating eligibility and guiding employees through benefit options, to maintaining accurate records and providing insightful reports, you'll play a central role in creating a seamless benefits experience.

Essential Functions

40% - Serves as the business process owner and subject matter expert for disability, a conduit between benefits provider, payroll, benefits, leaves, and HR local college. Works with the Leaves department to determine eligibility and evaluates FMLA and medical leaves status based on federal and state laws, statutes, and plan documents, Maricopa policies and procedures; validates the accuracy of the disability rates and coverage schedule, and evaluates eligibility and determines the disability benefits plan based on employment status, and leave status and performs coverage research in HCM and ADP systems. Maintains excel sheets containing notes, and datasets to inform the Director of an employee's status and timeline. Answers general and specific employees' inquiries. Establishes and maintains a cadence of facilitating conversations with employees to ascertain success and challenges with their disability journey; establish a meeting cadence with the Leaves, and ADA interactive business process owners to determine the appropriate accommodations if needed, and other employee-based benefit-related solutions.

20% - Serves as the business process owner for unpaid leaves of absence, a conduit between business services cashier unit, and the Leaves department. Establishing and maintaining a cadence of facilitating conversations with employees to evaluate and ascertain employees payment arrangements adhering to Maricopa policies and procedures as good stewards of public funds; partners with the Leaves department to validate employment status; verifies payroll premium deductions in HCM and ADP systems, calculates outstanding payroll premium deductions, prepares an arrears adjustments to record the payments made by employees, and forwards the payroll documentation to the Payroll department for payroll processing. Prepares and generates an unpaid leave of absence spreadsheet containing status, notes and data sets to inform the Director of employees payment timelines.

10% - Serves as the business process owner for Flexible Spending Accounts, a conduit between the employee, payroll, benefits and benefit providers. Establishes and maintains a cadence of facilitating conversations with employees to evaluate and determine balance challenges and provide guidance to enhance the employee's experience.

10% - Prepare and generate weekly claim disability reports to inform the Director of the status in discussions and meetings, prepare and generate bi-weekly FSA payroll deduction reports and prepare simple mathematical calculations to verify payroll deductions accuracy, evaluate FSA elections during newly hired enrollments and annual enrollments to ensure aligned with IRS regulations and promote successful employees health and welfare journey; perform analysis to prepare, generate and reconcile annual unsubstantiated claims reports, establish a cadence of conversations with employees to ascertain challenges and appropriate actions related to unsubstantiated claims and inform the Director of the status in discussions and meetings.

10% - Monitor employment laws and maintain awareness and compliance with regulatory changes. Perform all system user acceptance testing and production validation for PUM, plan changes, file fed error scenarios, and open enrollment regression testing, assess the website for up-to-date information and resources, submit requests for content updates as needed and bi-annual, and validate accuracy of content updates; participates in employee engagement activities, including annual open enrollment, and facilitate presentations to employees and committees, as needed, and as part of the education track. Analyzes the benefit provider's proposed presentation for plan accuracy;

10% Perform other duties as assigned.

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in business administration, human resources, public administration, or related field and two (2) years of professional-level human resources experience in area of assignment which includes specialized knowledge of human resources policies and practices related to the administration and implementation of programs.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

1. Two (2) years of experience in the administration, application, or maintenance of benefits programs
2. Strong written and verbal communication skills, as demonstrated through the submitted application materials
3. Strong organizational skills
4. Demonstrated ability to work independently and maintain self-motivation
5. Demonstrated ability to work with discretion regarding highly confidential material
6. Previous experience in a higher education institution

Special Working Conditions

May be required to sit for a prolonged period of time; viewing a computer monitor

This work is mostly sedentary, involving sitting at a desk for hours at a time

May be required to work at multiple sites or locations.

There is an expectation for this position to work on-site at the District Office for at least two days per week
