We are seeking a uniquely qualifiedProgram Manager position to work at the Washington Navy Yard, Washington, DC to support NAVSEA.

Position Description:

The Program Manager will be direct support of the Navy Program Office Surface Ship Training. In this role, you will be responsible for overseeing and managing a contractor workforce of approximately 100 personnel. The Surface Training Systems Program Office, is responsible for strategic program planning, policy development, research and development, acquisition, technical innovation, and life-cycle management of surface training platforms. Its mission is to deliver consistent, aligned, and effective training solutions that ensure the readiness and competency of U.S. Navy Sailors.

Responsibilities and Duties:

  • Responsible for overseeing prime contract engagements with the Government.
  • This includes full lifecycle program management, staffing, quality assurance, technical training, client relations, and financial oversight.
  • The Program Manager defines and adjusts program-level work assignments and organizational structure as needed to ensure efficient and effective support.
  • They also develop and implement quality standards to maintain high performance across all aspects of the program.

Required Qualifications, Skills and Experience:

  • Advanced degree in a business or technical discipline, or a minimum of 15 years of relevant professional experience
  • Project Management Professional (PMP) certification required
  • Experience with U.S. Navy training systems strongly preferred

Desired Qualifications, Skills and Experience:

  • DAWIA Advanced Level Certification in Program Management or equivalent
  • Over 20 years of professional experience in program management or related fields
  • Specialized training in Surface Training Acquisition for the Department of the Navy

Travel Requirements:

  • Limited travel to the continental United States (primarily east and west coasts)
  • Limited / Occasional overseas travel

The government work location is the Washington Navy Yard, and the government is providing workspace for 75% of the contractors. The PM will need to be available at the Navy Yard per customer direction and to manage the staff. The contractor workforce will also be located in and around the Washington DC area and the PM will need to manage the work force. Some telework may be possible with the customers' approval.
