Overview

Planned Systems International (PSI) is an Enterprise IT services company who focuses on designing, building, securing, and operating cutting-edge software solutions that drive mission success and operational excellence for Federal Government organizations. PSI is currently seeking a Technical Program Manager (PM) / Operations Center Manager to serve as the single point of contact for all contractor activities supporting the U.S. Secret Service (USSS) under this task order. This position is responsible for the management, coordination, and execution of all Service Desk (SD), Network Operations Center (NOC), and Network Operations & Security Center (NOSC) operations to ensure performance, compliance, and mission continuity.



Essential Functions and Job Responsibilities

    Serve as the primary interface with the USSS PM and Program Office, ensuring clear communication, planning, and coordination of contractor activities.
  • Lead onboarding and offboarding of contractor staff, ensuring compliance with USSS security and access policies.
  • Supervise and manage all contractor personnel assigned to the task order, ensuring adherence to performance expectations and professional conduct.
  • Coordinate daily operational activities, workload distribution, and task scheduling across SD, NOC, and NOSC functions.
  • Enforce service quality, timeliness of deliverables, and alignment with all PWS performance metrics.
  • Interface with the Security Operations Center (SOC) to support incident assessments and coordinated responses, while respecting defined scope boundaries.
  • Oversee corrective action and problem management processes to reduce incident recurrence and enhance service reliability.
  • Ensure all SOPs, technical documentation, and knowledge base materials are maintained and regularly updated by staff.
  • Provide technical and managerial leadership in IT operations, including oversight of ServiceNow workflows, SLA adherence, and operational reporting.


Minimum Requirements

  • Active T5 investigation, with the ability to obtain and maintain necessary security clearances as required for access to classified information.
  • Current Project Management Professional (PMP) certification.
  • Experience managing IT Operations Centers (e.g., NOC, NOSC, Service Desk) for federal or enterprise environments of similar size, scope, and complexity.
  • Proven leadership in supervising technical staff and managing performance-based service delivery.
  • Strong understanding of ITIL-based service management and incident resolution processes.
  • Demonstrated ability to coordinate across functional teams and align contractor activities with customer priorities.


Physical Demands

  • Must be able to work on-site in a secure USSS facility in Washington, DC.
  • Must be able to sit or stand for extended periods at a workstation or operations center environment.
  • May be required to lift up to 25 pounds occasionally, such as moving monitors, cables, or peripheral devices.
