Chemonics seeks a Sr. Associate in Talent Acquisition to provide recruitment & administrative assistance for the Operations Division. Responsibilities include supporting home office, project, and proposal recruits, as well as outreach. The senior associate cultivates professional relationships to build talent pipelines and share Chemonics mission. The senior associate works to ensure recruitment and selection requirements comply with the Office of Federal Contractor Compliance Programs (OFCCP) and other relevant federal and local agencies. They also advance Chemonics' brand across numerous markets and professional communities while guiding hiring managers and candidates through the selection process. Responsibilities:

  • Performs all activities in the recruitment lifecycle including, but not limited to, creating, or updating position descriptions, creating and posting requisitions, screening CVs, conducting phone screens and panel interviews, developing interview questions, gathering reference and salary verification documents, and issuing employment offers.
  • Helps determine salary offer; issues offer and explains benefits to candidates; facilitates salary negotiations and liaises with Benefits and Compensation team to obtain salary recommendations as needed.
  • Communicates Chemonics culture, structure, and benefits.
  • Ensures recruitment process is compliant with fundamental Human Resource (HR) principles, including Fair Labor Standards Act (FLSA) and Office of Federal Contractor Compliance Program (OFCCP) regulations.
  • Provides excellent customer/client service, including thinking critically to fill hard-to-fill positions, remaining informed of best practices, processes, and compliance; understanding when to escalate to supervisor or department director.
  • Liaises with other HR departments to ensure continuity of corporate policies and practices.
  • Onboards candidates via applicant tracking system (ATS), including collecting new hire documents and conducting background checks.
  • Updates international job postings and SharePoint folders as needed.
  • Facilitates meetings with clients and other stakeholders.
  • Partners with staffing agencies and other vendors relating to career services as needed.
  • Responds to general recruitment inquiries.
  • Backstops other recruiters as needed.
  • Participates in departmental projects to improve processes and create and/or update operating procedures.
  • Develops strategic outreach opportunities and manages ensuing events.
  • Stays abreast of recruitment trends, particularly in International Development and/or government contracting.
  • Exercises and maintains confidentiality of information as it pertains to the organization and candidates.
  • Implement strategies to develop pools / pipelines of qualified candidates to align with business needs and forward market priorities both domestically and internationally.
  • Research new sources for active and passive candidate recruiting; and build networks to find qualified passive candidates in various technical areas and geographic locations.
  • Sources passive candidates for hard-to-fill positions using internal and external networks and resources.
  • Collaborates with new business teams, operations teams, and SVPs to tailor the recruiting steps to specifically meet Chemonics' strategic talent needs in the short- and long-terms.
  • The employee will perform other duties and responsibilities as required by the immediate supervisor or the Principal of the business unit which might include administrative, management, and technical tasks as well as working on special task forces.

Requirements:

  • Minimum of an associate degree in relevant field, or equivalent experience, required; bachelor's degree in relevant field, preferred.
  • Minimum 2 years of recruitment or relevant experience required; HR-specific experience, preferred.
  • Experience with ATS or HR systems preferred, experience with Taleo a plus.
  • Ability to maintain discretion and work with highly confidential and/or protected information required.
  • Demonstrated ability to communicate clearly and concisely in both verbal and written communications, strong cross-cultural communication, and sensitivity skills.
  • Demonstrated ability to handle routine administrative tasks and operational issues.
  • Ability to multitask with strong attention to detail, organization, and time management.
  • Demonstrated resourcefulness in problem-solving and initiative to learn new skills.
  • Ability to work independently and as part of team.
  • Strong customer service and interpersonal skills.
  • Strong knowledge of MS Office applications.
  • Demonstrated leadership, versatility and integrity.
  • Language proficiency for geographics area assigned preferred.
  • Previous experience working in international development and/or living or conducting volunteer work in developing countries preferred.

The Salary Range for this position is expected to be: $52,900 - $66,200.

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.

Overtime exemption status may change due to state regulatory requirements.
