Job Overview
The Field Construction Supervisor assists the Deputy SATOC Manager in the daily operations of the construction department, provides overall leadership for "jobsite" field supervision, and full oversight for architectural construction activities. The duties involve supervising paint and carpentry trade's people, preparing material take-offs, assisting the Deputy SATOC Manager in material take-offs, placing orders, coordinating with other trades to properly and efficiently completing construction tasks, and meeting with Government staff as requested. This position will assist in the review and assembling of submittal packages, developing RFIs/submittals, developing construction schedules and ensure adherence to established schedules. Salary Range: $102,000 - $112,000 annually
Responsibilities
Essential Duties & Job Functions:
- Plans, organizes, coordinates, directs, and controls all construction activities for assigned projects to minimize customer disruption.
- Responsible for cost management, timely completion, and quality workmanship that meets or exceeds industry standards.
- Fully responsible for turnkey construction project and activity compliance, including safety, quality, schedules, costs, materials, submittals, RFIs, and change orders.
- Continually reviews project status with customer, subcontractors, and suppliers to resolve safety, design, quality, scheduling, and other issues.
- Develops and facilitates project punch-out deficiencies.
- Tracks delivery order projects using scheduling software, creates/maintains baseline schedules, and performs critical path analysis.
- Maintains good customer relations and keeps the customer informed of project status through weekly meetings and as needed.
- Conducts daily project site visits and develops detailed notes reflecting project performance requirements.
- Provides regular project updates to the Deputy SATOC Manager on field progress and challenges.
- Reviews plans, specifications, and cost estimates to identify/correct errors, omissions, or code violations before execution.
Accountable For:
- Keeping the Deputy SATOC Manager apprised of unique situations and problems encountered.
- Monitoring construction progress to ensure work is completed according to schedule; recommend corrective actions, as necessary, to bring about adherence to schedule.
- Convenes meetings with required parties concerning specifications, site-conditions, internal air quality (IAQ) issues, project progress, work quality, disruptions, RFI delays, costing/funding and other problems that have the potential to impact any aspect of a project. Actively pursues modifications/change orders as necessary for cost and performance period changes.
- Timely and cost effective performance of duties.
- Harmoniously working with other company employees, managers, and customers.
- Working with the Deputy SATOC Manager to outline work to be done, after which incumbent is expected to work independently.
Job Requirements
Mandatory:
- High School Diploma or GED equivalent.
- Five (5) years of direct experience managing construction projects/activities to include supervising construction personnel (10-person crew or larger), subcontractors and professional customer support.
- Strong working knowledge of construction trades means, methods, equipment and tools.
- Good understanding of Government construction contracting.
- Good negotiation skills.
- Sound working knowledge of Federal, State and local construction safety and environmental regulations.
- Knowledge of acceptable Indoor Air Quality (IAQ) practices.
- Experience with Unit price book (UPB) estimating techniques, procedures, and/or software.
- Excellent interpersonal and written communication and customer service skills.
- Ability to multi-task multiple construction projects.
- Ability to read and interpret construction specifications and blueprints.
- Ability to determine through inspection that specifications, safety regulations and quality standards are met.
- Ability to conduct group meetings and reconcile conflicting views.
- Ability to supervise and motivate assigned personnel and subcontractors to attain stated objectives.
- Demonstrated ability to use Microsoft office applications including Project.
- Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
- Mature judgment and ability to work with minimal supervision.
- U.S. Citizenship.
- Must possess Active intelligence community security clearance.
- Valid state driver's license.
Preferred:
- Ten (10) years' experience directly managing multiple construction projects ranging up to $5M each under a Federal contract.
- Extensive understanding of Government construction contracts, correspondence, reports, records, FAR regulations and Davis Bacon Act,
- Demonstrated experience using Gordian Group Price Book (UPB) task catalogs, specification books and the associated estimating software
- Bachelor degree in engineering or construction related field
- Trade license or NITC (Electrical, Mechanical, Plumbing)
- Possessing an active intelligence community security clearance.
