Job Summary

The Department of Transportation & Capital Infrastructure (DTCI) is seeking a dynamic, detail oriented, and experienced Assistant Director to join our executive team. The Assistant Director-Administration & Policy is a critical leadership position, which will oversee a broad portfolio of administrative and operational functions, ensuring that the department runs efficiently, effectively, and aligned with County objectives.

The Assistant Director will:
* Provide strategic and executive oversight of all administrative operations, including Human Resources, Information Technology, Budget, Accounting and Procurement, Administrative Support Services, and Asset Management.
* Collaborate with departmental staff and the Public Affairs and Communications team to prepare timely, accurate, and strategic responses to inquiries from the Board of Supervisors, their initiatives along with public engagement opportunities.
* Oversee the preparation, review, and submission of all items presented to the Board of Supervisors and its standing committees, ensuring full compliance with departmental procedures and County administrative requirements.
* Assist with review of Federal and State legislation to determine potential impacts.
* Monitor and analyze departmental performance metrics to identify areas for improvement and implement data-informed strategies that enhance operational efficiency and service delivery.
* Lead the development, revision, and implementation of department policies, plans, and standard operating procedures (SOPs), ensuring alignment with applicable County policies, administrative guidelines, and relevant laws and regulations.
* Be responsible for the project management of special projects that may involve sensitive issues for the Department or County.
* Build and maintain effective relationships with internal County departments, external agencies, community partners, and other stakeholders to further the department's strategic goals and objectives.
* Promote and uphold a professional and respectful work environment in accordance with County policies, procedures, and values.

* Demonstrated executive leadership experience in overseeing and managing complex administrative operations within a multifaceted organization.
* Exceptional organizational, strategic planning, and analytical decision-making capabilities.
* Outstanding interpersonal and relationship-building skills, with a proven ability to foster collaboration, build consensus, and maintain effective working partnerships.
* Experience engaging with and presenting to governing bodies such as a Board of Supervisors or comparable oversight authorities.
* Excellent written and verbal communication skills, with the ability to convey complex information clearly, concisely, and effectively to diverse audiences, including County staff, stakeholders, and external partners.
* A results-oriented mindset with the ability to meet critical deadlines in a dynamic, fast-paced environment.
* Strong project and time management skills, with the ability to effectively prioritize tasks, delegate responsibilities, and oversee multiple concurrent initiatives.

This position is eligible for partial telework in accordance with County and Department policies.

Minimum Qualifications

Masters degree in Business, Public Administration, or field related to the work performed at DTCI with at least four (4) years of directly related, progressively responsible work experience including two (2) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience.


Job Contingencies and Special Requirements

The successful candidate must be available to support meetings outside of normal business hours. Candidate must hold a valid driver's license.
The successful candidate will undergo a criminal background, credit, and DMV records check.
