Job Description Summary

Strong community development organizations (CDOs) are essential to creating and sustaining thriving neighborhoods. However, many CDOs in Detroit face challenges in accessing funding, technical assistance, and capacity-building resources needed to maximize their impact. These organizations play a vital role in preserving affordable housing, supporting small businesses, and advancing economic mobility for residents. Without sustained investment, their ability to drive meaningful change is at risk.

In response to this need, the CDO Fund was established to provide direct financial support, technical assistance, and capacity-building opportunities to Detroit's CDOs. Managed by Enterprise, the CDO Fund strengthens local organizations by equipping them with the tools and resources necessary to implement impactful programs, secure additional funding, and drive long-term community transformation.

This position is an excellent opportunity for a talented professional to engage in meaningful issues affecting Detroit residents. The Program Officer will be responsible for supporting the day-to-day operations of the CDO Fund and expanding Enterprise's impact in Detroit. The position reports to the Detroit Program Director. The successful candidate will be a highly motivated, enthusiastic, and effective team player eager to support the Enterprise team and external partners. This role is dynamic and evolving, requiring flexibility, collaboration, and problem-solving skills.

Job Description

Job Responsibilities:

  • Assist with management of the CDO Fund.

  • Develop and maintain close working relationships with CDO Fund partners, including funders, CDO grantees, technical assistance providers, and program managers of complementary initiatives.

  • Provide support and oversight to CDO grantees, including through regular 1:1 check-ins and quarterly cohort meetings.

  • Manage grant renewals, modifications, and funding disbursements for grantees, working closely with internal partners, including Enterprise's Operations Management team.

  • Work with CDO grantees to ensure grant requirements and milestones are met, including key performance indicators (KPIs), workflow processes, data entry, and documentation submission.

  • Work with CDO Fund partners to gather program data on an ongoing basis and deliver regular progress reports to funders and other key stakeholders.

  • Monitor CDO Fund outcomes and adapt program requirements as needed based on feedback from grantees and partners.

  • Identify and elevate critical issues and opportunities related to program implementation, including the intersection of federal, state, and local policy matters.

  • Work with Enterprise Detroit staff, Enterprise Marketing team, and CDO Fund partners on program marketing, including providing regular updates to the Enterprise Detroit webpage, developing program summaries and other informational materials, and occasionally collaborating on blog posts and editorial articles.

  • Seek synergies with other Enterprise programs and initiatives when possible.

  • Participate in local coalition meetings that support the success of the CDO Fund, this may include some evening and weekend events

  • Prepare and occasionally deliver public presentations for conferences, convenings, and community informational sessions.

  • Conduct research as necessary.

  • Other responsibilities as they arise.

Qualifications:

  • Undergraduate degree required.

  • Minimum of 4 years of experience in relevant community development, public policy, government, banking and finance, nonprofit, or real estate development. Graduate degree may be substituted for up to two (2) years of experience.

  • Project management experience, with a strong preference for community development and nonprofit sector experience.

  • Strong organizational and program management skills.

  • Ability to work independently on most assignments and to self-initiate projects.

  • Demonstrated ability to manage multiple projects and assignments, meet tight deadlines, coordinate efforts, and communicate effectively among widely dispersed partners.

  • Judgment in planning and structuring complex project work.

  • Strong interpersonal skills and ability to navigate complex issues and relationships in program delivery.

  • Strong interpersonal, communication, and analytical skills, with the ability to navigate complex relationships, deliver compelling presentations, write and edit proposals and reports, and apply critical thinking and problem-solving to program delivery.

  • Advanced knowledge of Microsoft Office programs, particularly Excel.

  • Ability to demonstrate concepts graphically through PowerPoint and other visually oriented media.

  • Experience working with a diverse range of communities and people.

  • Evidence of commitment to social and economic justice and public service.

  • Lived experience and service that informs worldviews and perspectives about creating social equity across race, ethnicity, language, social class, gender, sexuality, religion, disability, and other dimensions.

  • Successful experience working in a team setting, with experience working with "virtual" teams, including colleagues located across multiple offices, desired.

  • 15% Travel

Since 2020, the CDO Fund has leveraged $40 million to support approximately 35 CDOs across all Detroit city council districts. This eco-system employs approximately 450 people per year and has resulted in $200 million in neighborhood economic and program deployment. This is a unique opportunity to contribute to strengthening Detroit's community development ecosystem and make a lasting impact on neighborhoods and residents.

The base salary for this role is $70,000 to $83,000, depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
