Design solutions for end-to-end Managed File Transfer (MFT) Architecture to facilitate the secure and reliable transfer of Medicaid data between Managed Care Organizations (MCOs), Medicaid Enterprise System (MES) modules, and state systems. Design, develop, implement and support of SOAP and Rest APIs using integration technologies. Write Interface controls, technical documents, sequence diagrams and service design documents. Build the Automation deployment scripts using ANT and Maven script. Track and control code versions utilizing control tools like GitHub, SVN and Bitbucket and work through the project development lifecycle using Jira. Provide active support for Load/Stress Testing, troubleshooting and performance tuning. Identify, design, and implement creative business and technology services for state/local government clients. Evaluate projects from a technical stance, helping to ensure that the development methods used are correct and practical; evaluate risks related to requirements management, business process definition, testing processes, internal controls, project communications, training, and organizational change management. Handle engagement risk, project economics, planning and budgeting, account receivables, and definition of deliverable content to help ensure buy-in of proposed solutions from top management levels. Develop and maintain relationships with senior management at state/local government agencies, positioning self and the firm for opportunities to generate new business. WORK SCHEDULE: 40 hours per week, M-F (9:00 a.m. - 5:00 p.m.) JOB REQUIREMENTS: Must have a Master's degree or foreign equivalent in Computer Science, Technical Sciences, Information Systems, Software Engineering, Computer Engineering, or a related field, and 2 years of related work experience; OR a Bachelor's degree or foreign equivalent in Computer Science, Technical Sciences, Information Systems, Software Engineering, Computer Engineering, or a related field, and 5 years of post-bachelor's, progressive related work experience. Of the required experience, must have 2 years of experience with the following: Management consulting experience focused on the public sector and state/local government industry; Designing and architecting complex software applications, with a focus on scalability and performance for handling large data volumes; Analyzing and evaluating the existing enterprise architecture and identifying areas for improvement or optimization; Designing modular system components and working with Commercial Off-The-Shelf (COTS) products in the Health and Human Services domain; Complete software development life cycle (SDLC), including creating testing scripts, leading user acceptance testing, and reporting on project status to stakeholders; Working with tools and technologies related to data integration, service-oriented architecture (SOA), and API management; Integrated Development Environments (IDEs), including Oracle JDeveloper, Eclipse, or JBoss Developer Studio for developing and managing ETL processes; Installation, configuration, and tuning performance and troubleshooting issues with servers, including WebLogic and JBoss; Developing service-oriented architectures (SOA) using SOAP and REST services, with technologies including JBoss Fuse, Oracle Service Bus, or Oracle SOA Suite; Implementing BAM reports for monitoring and tracking key business processes and activities; Using Oracle Enterprise Manager Fusion Middleware Control Console to monitor and manage Service-Oriented Architecture (SOA) and Oracle Service Bus (OSB) components; XML standards and technologies, including XSL, XSLT, and XSD; Web service technologies and standards, including SOAP, UDDI, WSDL, and developing Java-based web services; and change management principles and experience in version control tools (Git, SVN, or TFS) to manage changes in ETL code and configurations. Travel to various locations throughout the U.S. required up to 33%. Telecommuting may be permitted within commutable distance from the office location depending on business need.
