IEM is looking for a Full Time - Software Project Manager to lead and oversee critical aspects of software deployment and maintenance. This role requires the ability to manage stakeholders, vendors and software deployment teams while maintaining compliance with applicable regulatory requirements. The successful candidate will ensure project milestones are achieved on schedule, within scope, and in alignment with all regulatory and contractual requirements.

Primary Location:



  • Live anywhere that meets remote work requirements in the United States.
  • Work will take place either in the field,in an office environment,or remotefrom a personal location and will depend on the need of the project..


Travel Requirements:



  • This position requires travel to complete work assignments or attend meetings.


Essential Functions:



  • Project Oversight: Lead the end-to-end technical project management of disaster recovery initiatives, ensuring adherence to timelines, budgets, and quality standards.
  • Stakeholder Engagement: Conduct needs, host virtual workshops, and engage with stakeholders to identify program requirements and address key challenges.
  • Vendor Management: Manage vendor and/or teaming partner relationships, as needed.
  • System Implementation: Oversee onboarding, configuration, and integration of systems of record (SOR) to ensure smooth transitions and minimal operational disruptions, from project kick-off to closeout.
  • Compliance Management: Ensure compliance with all federal, state, and local regulations, including FEMA, HUD, and other grant-specific requirements. Assess service level agreements (SLAs) for adherence to project and regulation standards.
  • Risk Mitigation: Identify potential risks and develop mitigation strategies to address challenges in program alignment, system performance, and regulatory compliance.
  • Training and Documentation: Ensure user acceptance testing (UAT) is completed, and that tailored training sessions, and prepare comprehensive user manuals and project documentation are provided to project standards.
  • Communication and Reporting: Serve as a liaison between the steering committee, project teams, and vendors, providing regular updates, progress reports, and performance evaluations.


Minimum Qualifications:



  • Degree: Bachelor's degree in Business Administration, Software Engineering, Information Technology, or a related field.
  • Certification: PMP and/or CSM certification.
  • Experience: Over Five (5) years of experience in technical project management, preferably in grants management, reimbursement programs, systems of record or related fields.
  • Degree and Experience Substitution: An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered.
  • Proven experience in managing federally funded projects, including familiarity with 2 CFR 200 guidelines.
  • Expertise in vendor management, system implementation, data integration and program oversight.
  • Proficiency in project management tools such as Jira, SharePoint, and Smartsheet.
  • Strong communication, negotiation, and stakeholder engagement skills.
  • Ability to manage multiple concurrent projects with competing priorities.


Preferred Qualifications:



  • Knowledge of FEMA and HUD program requirements
  • Experience in coordinating cross-functional teams in a virtual environment or a remote workforce.
  • Familiarity with IT cybersecurity standards and data security measures
  • Strong analytical skills and ability to make data-driven decisions.


Additional Location and Travel Information:



  • Remote Work: All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purpose of maintaining the Internet connection, if needed.
