Department Overview

The Compliance department is responsible for creating a corporate culture where associates are inspired to act with integrity in order to achieve business success ethically. This is achieved by providing educational opportunities for associates, monitoring current legal and regulatory requirements, and developing and enforcing corporate policies designed to protect our members' health information and the company's strong public image.

Primary Responsibilities

Direct the day to day activities of the staff to ensure the administration of a Compliance Program that meets the requirements set forth under the Federal Sentencing Guidelines for Corporations as well as ensures compliance with Medicare, Affordable Care Act, HIPAA and other local, state and federal rules and regulations that govern the business activities of Blue Cross and Blue Shield of Alabama (BCBSAL).

  • Design, implement and maintain the Medicare and Affordable Care Act (ACA) Compliance Program policies and procedures
  • Design, implement and maintain the general aspects of the Corporate Compliance program, including compliance policies and procedures
  • Design, implement and maintain ongoing risk assessment activities
  • Design, implement and maintain the HIPAA Privacy and Security programs
  • Develop the annual compliance monitoring plan activities based on risk assessment results
  • Design, implement and maintain the Delegate Oversight program
  • Report activities of the compliance plan to management, one or more Oversight Committees, and/or the Audit Committee of the Board of Directors

This position may serve the Company in the following capacities if assigned the responsibility by senior management:

  • Medicare Compliance Officer
  • HIPAA Privacy Officer
  • HIPAA Security Officer
Summary of Qualifications

  • Bachelor's Degree in Business, Finance, Management Information Systems, Accounting or similar technical Bachelor's degree
  • Experience in health insurance or other regulated industry, or in a position requiring one to read, analyze and interpret general business and professional periodicals, technical procedures, governmental regulations and/or legal documents
  • In-depth knowledge of the components required to operate a Compliance program
  • Experience delivering information through formal presentations to executive level audiences
  • Experience working with research methodologies, technical writing, procedures documentation, statistical-based decision making and data analysis
  • Excellent organizational and analytical skills including experience working independently in a matrix environment
  • Experience managing multiple priorities simultaneously, with demonstrated success
  • Excellent communication skills in both oral and written form
  • Experience analyzing, monitoring and evaluating data through various sources and the ability to identify potential problems
  • Demonstrated experience to negotiate and integrate conflict management skills into situations
  • Compliance, Audit. JD or Project Management professional certification preferred
  • Previous state or federal regulatory, Medicare or Medicaid experience preferred
  • Current management experience preferred
Work Location

The work location for this position will be hybrid (onsite/remote)
