Summary of Job Description:

The Director, Development & Entitlement is responsible for driving the entitlement and pre-construction process to achieve the company's new store opening plan by contributing to the feasibility, entitlement, due diligence and permitting phases and reducing the time required to complete these phases.This position leads the acquisition and development processes and strategies for store development, including the entitlement process, architecture and engineering coordination, and coordination with landowners and municipalities. The Director, Development & Entitlement is responsible to oversee the entitlement and permitting process from pre-approval to construction start.This position leads a team of Development & Entitlement Managers, coaching and developing team members to elevate their performance and achieve the company's business goals.

Job Responsibilities:

  • Responsible for the creation and successful completion of site-specific development schedules for property acquisition and leases, based on local code and permit requirements, conditional use permits, platting, and required third party approvals.Optimizes the speed to construction for a given project.
  • Supports Real Estate Managers, Design Managers, and Project Managers in their research for sites, including due diligence, feasibility studies, cost estimates, and floor and site plans.
  • Leads and manages a team of Development & Entitlement Managers.Selects, coaches, and provides performance feedback to associates to elevate their performance.Works with Construction leadership to select, evaluate, and retain staff. Implements regular team knowledge-sharing sessions to disseminate best practices and lessons learned across the development team.
  • Oversees and manages various external teams that may include civil engineers, architects, and geotechnical, environmental, survey, and other consultants relative to due diligence, entitlements, and permit procurement.Coordinates with other development partners, including Legal, 3rd party developers, landlords, and local jurisdictions and regulatory agencies.
  • Responsible for meeting established development timelines by reviewing master project schedules, ensuring architects and engineers are provided with accurate and timely information, verifying material procurement and delivery are synchronized with schedules, regularly monitoring progress of all projects, visiting sites, and requesting modified completion target dates when necessary.
  • Builds strong relationships with other functions and plays a critical leadership, coordination, and communication role with all stakeholders including architects, civil, structural, electrical, and mechanical engineers, sing vendors, and other members of the development team.
  • Establishes standardized project tracking methodologies with real-time dashboards, milestone tracking, automated reporting capabilities. Develops comprehensive training programs covering site selection, entitlement processes, project management, and stakeholder engagement. Reviews and improves internal development and entitlement processes on an annual basis, modifying processes as needed to achieve greater efficiency and cost savings.
  • Creates standardized operating procedures (SOPs) for all Development & Entitlement Managers to ensure consistent execution across projects, including establishment of frameworks for regular reporting, status updates, and stakeholder engagement protocols.
  • Communicates effectively with jurisdictions and various public agencies during design review process and entitlements to obtain desired building and site design that meets operational standards.Works on multiple projects concurrently, in varying geographic locations, all of which may be in various stages of the development process.

Your background and experience:

  • Bachelor's degree in Architecture, Engineering, Project Management or equivalent experience required
  • Minimum ten years of development or project management experience, with increasingmanagement responsibility, preferably in the retail/hospitality environment
  • Successful completion of initial and periodically required trainings.
  • Obtaining a valid Food Handler's Card within 30 days of employment is a requirement of this position.

Pay Range: M4: $161,000 - $226,000 / Annual

* Within the range, individual pay is determined using various factors, including work location and experience.
