Overview:

We are seeking a Project Controls Lead for the High Flux Isotope Reactor (HFIR) Upgrades Project Office in the delivery of the HFIR Beryllium Reflector Replacement (HBRR) project. This position will report to the Project Management Office (PMO) Division within the Laboratory Directorate at Oak Ridge National Laboratory (ORNL) and will be matrixed to the High Flux Isotope Reactor (HFIR) Upgrades Project Office (HUPO). This position will be full-time on-site.

Oak Ridge National Laboratory (ORNL) is a U.S. Department of Energy (DOE) Office of Science national laboratory, with an extraordinary 80-year history of solving the nation's biggest problems. The High Flux Isotope Reactor (HFIR) provides one of the highest steady-state neutron fluxes of any research reactor in the world. The thermal and cold neutrons produced by HFIR are used for research into the fundamental properties of materials, including biological and engineered materials, enabling researchers to make scientific discoveries and address some of the biggest challenges facing society today, such as the clean energy transition.

ORNL is preparing to replace HFIR's permanent beryllium reflector, along with other key reactor core components, to sustain and enhance HFIR's operational performance. In conjunction with redesigning the cold guide network, plans are under way to extend HFIR's cold guide hall by more than 5,500 square feet. The scope includes reactormajor and minor equipment renewal or replacement activities required for achieving world leading neutron source reliability, and scientific infrastructure and capacity enhancements enabling world leading science capabilities.This exciting projectwill enable the HFIR to provide the Office of Science neutron scattering, isotopes production, materialsirradiation, and other scientificmissionsessential to our national interestswell into the future.

Major Duties/Responsibilities:

The Project Controls Lead (PCL) manages the project control team in support of the HFIR Upgrades Project Office (HUPO) Project Director, the HFIR Project Management Group Leader, and the HBRR Project Manager. In addition to serving as the PCL, this role will also include project controls duties with responsibility for the daily oversight and analysis of key elements of the overall work scope. This position will be full-time on-site.

  • Manage and actively participate in a diverse, integrated project controls team to deliver HBRR on budget, on schedule, and within scope.

  • Establish project-specific policy, standards, and training aligned with DOE requirements and PMO guidance to direct and guide the successful planning, execution, monitoring, controlling, and closeout of the HBRR project.

  • Assist in identifying and defining the project scope and managing the project work breakdown structure (WBS), schedule, cost estimates, actual costs, risk register & risk analyses, earned value reporting and baseline change control.

  • Communicate and report project status and performance information to management and staff members as needed.

  • Maintain a strong commitment to the implementation and perpetuation of ORNL values and ethics.

  • Develop/maintain the project WBS and dictionary.

  • Create summary and detailed, logic driven, resource loaded schedules.

  • Produce summary and detailed cost estimates; maintain an estimate cost basis.

  • Collect monthly actual costs and conduct accrual integration.

  • Facilitate risk identification and management.

  • Incorporate change control processes, as needed.

  • Prepare and issue various status and Earned Value Management (EVM) based reports.

  • Prepare and support various project reviews, including internal and external project status reviews.

  • Maintain Project Management Systems that facilitate the successful planning and execution of projects. These systems may include scope management, project planning/scheduling, estimating, risk management, procurement planning, and EVM performance measurement.

  • Ensure all project management systems used for project planning and project execution are compliant with applicable ORNL and DOE governance, as required.

  • Develop, present, and reinforce project management systems training for all applicable project staff.

  • Mentor and advise all levels of the project team in the development and implementation of tailored project management approaches.

Basic Qualifications:

  • BS/BA in project or construction management, business, engineering or equivalent combination of education, experience, and specialized training will be considered.

  • Eight years of experience successfully performing project controls duties as noted above.

  • Demonstrated experience in leading project controls teams on technical engineering or scientific projects with a demonstrated track record of success.

  • Experience managing/working with projects using Oracle Primavera.

  • Understanding of project controls best practices regarding scope, time, cost, change, and risk as applied to DOE projects.

  • Experience supporting the performance of scope management, planning & scheduling to include resource and procurement planning, estimating/cost management, risk management and project performance monitoring and reporting.

  • Strong communications skills, with the ability to successfully interact with DOE, project reviewers, senior laboratory management and senior project staff members

Preferred Qualifications:

  • MS in Project Managementor similar applicable field.

  • Project Management Professional (PMP) certification.

  • Eight to twelve years' experience successfully performing project controls duties as noted above.

  • Significant hands-on experience with: Oracle Primavera P6, EVMS cost processors, risk analysis and simulation software, change control applications, and custom system and report development.

  • Project experience working within EVMS environment compliant with EIA-748.

  • Experience with preparing and presenting in external/internal project reviews.

  • Experience in developing and presenting training on project management principles or tools.

  • Excellent written and interpersonal skills are essential, with the strong ability to clearly articulate ideas and concepts.

  • Able to adapt quickly and easily to new and challenging situations.
