Job Description:

  • Support the University's budget planning and management through professional support in budget management, development, execution, analysis, monitoring, evaluation, and reporting to ensure maximum efficiency for financial resources and upper management decision-making.


Position Objective/Purpose of Position:

  • Manage and analyze the E&G budgets through the different phases of the budget process and present recommendations to the Executive Budget Director for continuous process improvements so that the University as a whole functions in an effective manner.


Knowledge, Skills, and Abilities and/or Competencies required to successfully perform the work:

  • Knowledge of and experience in using mainframe and/or server-based administrative computer systems required.
  • Knowledge of and experience with the Commonwealth of Virginia's planning and budgeting cycle, preferred.
  • Knowledge of budgeting for public higher education institutions, preferred.
  • Skilled communicator and able to maintain effective working relationships.
  • Requires demonstrated ability to manage multiple projects.
  • Experience in providing excellent customer service to the public is required.
  • Experience with Microsoft Office Suite to complete analyses and present results; immediate proficiency in WORD and EXCEL and the aptitude to become proficient with ACCESS within 6 six months, required.


Education, Experience, Licensure, Certification required for entry into position:

  • Bachelor's degree in Economics, Finance, Accounting, Management, or Public Administration.
  • Master's degree in Economics, Business Administration, Public Administration, or Finance preferred.

Budget Management:

The degree to which the individual:


  • Works with E&G account managers providing technical assistance in monitoring their expenditure budgets, assisting in resolving issues, and adjusting their budgets so that it is successfully managed.
  • Identifies departments that are not using their resources in a timely and effective manner, and also those who spend their accounts in a deficit; counsels them and ensures the deficit is resolved within 3 days. Maintain a scorecard to monitor and show improvement.
  • Meets with account managers at least yearly to review their budget and determine how the Budget Office can assist with budget management. A briefing with the Executive Budget Director is expected following each meeting with the respective account manager.
  • Reviews and processes assigned A-21s within 1 day of receipt. Ensures they meet ARMICS standards. Input the required changes in Banner before signing the A-21.
  • Processes budget modifications within 2s days of receipt. Ensures they meet ARMICS standards and are filed once processed.
  • Analyzes and resolves insufficient fund notices from Invoice Processing and General Accounting within 1 day of receipt. Contact the respective department that has a deficit immediately to ensure compliance with the 1-day rule. Tracks the notices for repeat violators. Provides assistance, training, and a plan to ensure there is a budget to pay obligated expenses. Informs the Executive Budget Director of repeat violators.
  • Completes budget executions in the State's Performance Budgeting System. Monitors authorization and immediately loads the budget on Banner once approval is received.
  • Supervises and mentors student workers to ensure they are learning, growing, and creating accurate information.


Budget Development:

The degree to which the individual:


  • Participates in the University's budget development process by creating required reports for the annual meeting.
  • Works with E&G account managers to develop the budgets for the upcoming fiscal year and biennium.
  • Analyzes budget requests from departments to ensure they are completed correctly and reflect the University's strategic plan.
  • Develops and maintains funding models that demonstrate how the University will produce the revenue needed for operations.
  • Assists in the annual development of tuition and fee costs for the University, making certain the cost of services charged to our customers is adequate to maintain the overall operation of the University.
  • Prepares and submits budget requests in the State's Performance Budgeting System by required deadlines.
  • Tracks the various components of the University's budget during the State's budget process.
  • Prepares reports on the Governor's, General Assembly, and final budget approval.


Budget Reporting:

The degree to which an individual:


  • Develops and analyzes reports that demonstrate the health of the University. Monthly reports are to be prepared and discussed with the Executive Budget Director. Where applicable, disperse reports to the departments of the University.
  • Completes all reports by the 10th of the month unless another date is designated. Ad hoc reports are due as requested.
  • Analyzes enrollment, cash, and appropriation reports.
  • Prepares reports, analyses, and data input requested by DPB, SCHEV, or federal agencies.
  • Develops quarterly budget to actual and actual to actual reports for E&G. Analyzes the reports and prepares variance explanations.
  • Budget Analysis and Monitoring: The degree to which the individual:
  • Reviews and analyzes accounts every month from the monthly spending report.
  • Conducts assigned analyses of various activities and proposals to determine cost effectiveness.
  • Prepares analyses and reviews of higher education issues to project future trends, problems, and opportunities for the University.
  • Demonstrates an effective understanding of the higher education industry by continually monitoring and reporting on current industry conditions that will have an impact on the University.
  • Informs the Executive Budget Director of unusual situations or potential problems related to institutional budget performance. Recommends appropriate adjustments to address issues.
  • Develops effective and accurate responses to information requested by central agencies of the Commonwealth, university account managers, and administration.
  • Analyzes account creation forms and ensures that correct documentation exists for E&G.


Budget Implementation and Closeout:

  • Prepares accurate budget upload entries to Banner for the new fiscal year. Required entries should be ready by May 31 for the fiscal year that starts on July 1.
  • Ensures required entries for the State's budget system are complete by their established deadline. This includes the annual convenience code clean-up process.
  • Updates the salary calculator with new fringe rates and ensures it is uploaded to the Budget Office webpage by June 15 for the upcoming fiscal year.
  • Analyzes E&G accounts to ensure positive balance for close-out of the fiscal year. Contact account managers immediately and inform the Executive Budget Director of issues.


Budget Office Continuous Improvement:

The degree to which the individual:


  • Ensures process improvements to the budget development, management, implementation, reporting, and closeout process by recommending policy, program, and procedure changes.
  • Attends training opportunities and reports back to the Executive Budget Director on learned objectives and ways to improve the budget processes.
  • Reviews the Budget Office website annually and recommends improvements.


Other duties as assigned:

  • Responds to other duties as assigned (ad hoc assignments) as directed to ensure smooth operation of the department/office and agency
