Role Overview:
The Team Leader holds overall accountability for delivering high-quality Monitoring, Evaluation, and Learning (MEL) services across all Work Streams. This includes program oversight, strategic engagement with DFAT stakeholders, quality assurance of all deliverables, and leadership of the MEL team.
Key Responsibilities:
- Provide strategic leadership, management, and coordination of all project activities.
- Oversee the development, implementation, and refinement of MEL frameworks, reporting systems, and capacity-building initiatives.
- Act as the principal point of contact with DFAT, ensuring proactive communication, timely reporting, and responsive client service.
- Lead preparation of key deliverables, including:
- Annual Work Plans and Budgets
- Humanitarian Investment Performance Synthesis Reports
- After Action Reviews
- Real-time crisis response monitoring frameworks
- Capacity-building tools and Help Desk guidance materials
- Manage risk identification and mitigation strategies across all project activities.
- Lead and mentor a team of MEL specialists, analysts, and consultants to ensure high performance and professional development.
Essential Competencies & Experience:
- Minimum 10 years' experience leading MEL programs in humanitarian and/or international development contexts.
- Demonstrated success managing complex, multi-stakeholder MEL assignments and teams.
- Demonstrated ability to manage and motivate distributed teams effectively, including setting clear expectations, maintaining accountability, and fostering team cohesion in a remote environment.
- Expertise in designing and operationalizing MEL systems aligned with donor policies (ideally Australian Government/DFAT).
- Proven capacity to synthesize data into strategic advice and performance reporting for senior decision-makers.
- Strong facilitation skills, including design and delivery of learning events, including remote, and After-Action Reviews.
- Proficiency using online project management, communication, and document-sharing platforms (e.g., MS Teams, SharePoint) to coordinate complex workflows and ensure real-time information sharing.
- Excellent written and verbal communication skills in English, including the development of clear, visually compelling reporting products.
- Experience working in or with public sector organizations and familiarity with government accountability frameworks.
