S&K Federal Services, LLC is seeking a Waste Management Specialist for a Technical Support Services contract with the Department of Energy (DOE) Environmental Management Consolidated Business Center. The position is located at the Idaho National Laboratory in Idaho Falls, Idaho. The Waste Management Specialist will provide oversight and management of off-site waste being shipped to INL for treatment, packaging, and eventual disposition at WIPP as required by the INL Site Treatment Plan, Resource Conservation and Recovery Act, and the Idaho Settlement Agreement. Technical Support Services
- Provides technical expertise in support of waste management oversight activities that include, but are not limited to, the following:
- Providing technical engineering and waste management expertise on oversight activities.
- Identifying, tracking, and analyzing key information related to contractor waste management performance.
- Reviewing documents related to contractor waste management programs such as waste characterization plans, work control and execution documents (as related to waste management), training programs, waste management programs, waste packaging and labeling, waste shipment and manifesting, and any additional waste management program support as required.
- Technical field oversight of waste management programs as listed above, including conducting assessments, reporting, event notifications, corrective action plan reviews, and lessons learned preparation.
- Other duties assigned within the scope of this role.
Administration
- Prepare and present reports and briefings, as necessary.
- Participate in and successfully complete all periodically required training..
Education |
- Bachelor's Degree in Engineering or Science, or a Civil Engineering Technology degree related to construction. Two years of experience or related hazardous materials transportation certifications are acceptable in lieu of a four-year degree.

Experience |
- Zero to five years of experience in characterization activities, including sampling, sampling methods, EPA requirements related to RCRA and CERCLA, and DOT requirements for transportation of radioactive and hazardous materials.
- A minimum of 20 years' experience in characterization activities, including sampling, sampling methods, EPA requirements related to RCRA and CERCLA, and DOT requirements for transportation of radioactive and hazardous materials, is desired.

License, Cert or Registration |
- Certification in hazardous materials transportation is required.
- Must have a current driver's license.
- Must have proof of U.S. citizenship.
- Must have or be able to obtain a DOE "L" level security clearance.

Special knowledge, skills, & abilities |
- Must have expertise in:
- DOE Order 435.1 Radioactive Waste Management,
- DOE O 460 Department Materials Transportation and Packaging Management,
- DOE N 435.1 Contact-Handled and Remote-Handled Transuranic Waste Packaging, and
- Other associated DOE Orders and Guides.
- Must possess an excellent understanding of technical issues and be able to communicate them effectively verbally and in writing.
- Must be able to draft professional-quality correspondence, reports, briefings, and other communications.
- Must be able to communicate effectively before groups of senior-level customers in the DOE and within the company.
- Must be able to successfully perform advanced mathematical functions as required.
- Must have demonstrable fluency with computers, software, and general office equipment.
- Must demonstrate and be able to apply common sense when carrying out written or verbal instructions.
- Must possess problem-solving and analytical skills.
- Must be able to multitask, prioritize daily work schedule so that production goals are met, and adapt to changing requirements.
