This position serves as the Locates Auditor and assists with the direct oversight of locate functions including billing, billing audits, historical budget tracking and forecasting, historical ticket tracking and forecasting, internal and external customer communications, inquiries and complaints across the Duke Energy service area (FL, NC, SC, OH, KY, IN). This position assists with leadership and provides effective project management for all company related locate and damage prevention activities. This position also provides assistance overseeing the company's Underground Damage Prevention Program and serves as a subject matter expert inside and outside the company on Underground Damage Prevention topics. This position works closely with each of the various One Call Centers and the Locate Contractor(s) to ensure mapping and ticket management systems are functional.

Responsibilities

  • Audit, trend, and perform analysis on all Duke Energy monthly locate invoices to ensure field performance and billing accuracy per the contract specifications, secure credits resulting from the audits performed, and provide Duke Leadership with Locate and Damage metrics. Perform audits and performance analysis by analyzing three ticket management system databases from the six One Call Centers in comparison to excel backup documentation supporting the Locate Contractor's submitted invoices (in excess of 240,000 line items of data). Duke Energy receives over 2,000,000 locates tickets annually resulting in annual credits exceeding $100,000.

  • Respond to daily Non-Compliance investigations and act as liaison between customers, call centers, locators, contractors, and internal Duke personnel across the Duke Energy enterprise (FL, NC, SC, IN, OH, KY). Assist locate contractor(s) with internal audits/billing controls to minimize erroneous billing. Single point of contact for excavator and external/internal customer questions regarding locates activity. Assist the Claims Department with interpretation and supporting documentation for underground damage issues on Duke facilities, including Duke crews hitting other utilities' facilities. Represent Duke Energy on One Call/Damage Prevention committees where applicable. Conduct One Call legislation and UG Damage Prevention information/education/safety awareness meetings for Duke Energy regional operating centers.

  • Perform monthly locates department accruals, monthly budget forecast and variance explanations, annual budget projections for the Duke Energy enterprise. Develop and maintain department locate records, statistics and reports. Analyze contractor performance through audit indicators. Monitor contract "period of performance" for Locate Contract. Monitor contract value for Locate Contract.

    Assist with Locate Contract specifications.

  • Collaborate with Performance Support to Identify, develop, and execute technologically advanced software tool (Access, ACL, etc.) to store the tremendous amounts of data and expedite and enhance the locate audit work function; assist T & D Manager with cost analysis for implementation justification; develop specifications; develop implementation strategy; implement; and, maintain automated audit tool and process including Job Aides associated. Work closely with GIS departments to ensure timeliness and accuracy of One Call grid databases across Duke Energy enterprise.

Basic/Required Qualifications

  • Associate's degree from a two-year college or technical school.

  • 7-10 years in Locates, One Call, or Utility Protection industry

  • 3-5 years of relevant work experience.

Desired Qualifications

  • Bachelor's/Master's degree in Finance or businesses related field

  • Three to Five years of Locate and/or One Call Industry experience.

Working Conditions

  • Hybrid Work Category - Work will be performed minimum of three days from office and/or onsite work locations and two days remote after the onboarding period. Hybrid employees should live within a reasonable commute to the designated Duke Energy facility.
