Pay Range

$271,320 - $345,840 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have an opening for a Facilities Operations Manager. You will have management and oversight responsibility of facility operational activities for the NIF&PS directorate ensuring these activities are conducted safely, securely and in accordance with LLNL best practices. In this role, you will directly collaborate with the NIF&PS Deputy Principal Associate Director (DPAD) for Operations to deliver operations and services and will interact with operational and maintenance teams, the directorate facility management team, the LLNL Operations & Business maintenance organizations, and NIF&PS Principal Associate Director (PAD) management. In addition, you will provide reliability leadership for the NIF&PS directorate utility and facility assets with the development and implementation of reliability metrics, asset performance monitoring, strategic planning input and condition-based maintenance. You will collaborate with engineers, scientists, technicians, craft personnel, sponsors, and stakeholders to ensure successful asset reliability management. This position is in the National Ignition Facility and Photon Science (NIF&PS) Directorate.

You will

  • Lead a highly skilled facilities operations team often delegating and managing through leaders, develop and execute facilities operator training, and establish strategic procedures and protocols for maximizing productivity.
  • Responsible for developing strategic policies and procedures needed to maintain safe operations and updating required documents that cover facility operations in complex facilities.
  • Act as key advisor to the NIF&PS DPAD for Operations on facilities operations, and exerting influence in the development of organizational goals ensuring that the directorate activities are consistent with Integrated Safety Management (ISM) principles.
  • Develop and execute internal assessments to assure proper and compliant implementation of the NIF&PS facilities operations work control practices, and compliance with related requirements and standards.
  • Serve as a contact person for the areas of facilities operations and other applicable functions for oversight interface, policy development, and regulatory interpretation for the NIF&PS Directorate.
  • Evaluate the technical details and potential hazards of a wide variety of work plans including facilities operations and develop appropriate operational limitations and or hazard mitigation measures, in collaboration with stakeholders and high level Laboratory individual's.
  • Influence strategic facilities decisions by providing guidance to the NIF&PS Senior Management Team.
  • Perform other duties as assigned.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Bachelor's degree in science or engineering, or related field, or the equivalent combination of education and significant relevant experience.
  • Experience leading strategic efforts for organizing and effectively coordinating multiple and frequently conflicting, concurrent complex projects or issues with attention to detail, accuracy, and follow through.
  • Ability to use independent judgment with advanced analytical, technical and organizational decision making and problem-solving skills in order to safely and compliantly accomplish directorate objectives.
  • Experience developing advanced and creative solutions in an experimental facility that allows operations to occur efficiently while compliant with Environment, Safety, and Health (ES&H) requirements and accepted standards of practice.
  • Experience utilizing project management related software programs.
  • Expert interpersonal and communication skills necessary to lead a technical team including leaders, interact with a diverse set of scientists, engineers, and technical and administrative staff and management of all levels, including senior management and executives.
  • Ability to work independently, with consultative guidance and broad direction as well as in multidisciplinary teams.
  • Expert communication, facilitation, and collaboration skills necessary to present, explain, advise and influence senior management and/or external stakeholders.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
