The Program Manager oversees planning, coordination, and delivery of internal and external services designed to support individuals housed within the facility. This includes managing staff, partnering with community organizations, and ensuring services meet legal requirements and operational goals. This position reports directly to the VP of Case Management, Disaster, and Emergency Response business unit.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which Acuity International is recognized. Duties and Responsibilities:

  • Serves as primary interface with the customer, Contracting Officer Representative, and other designated Government officials throughout the term of the contract and related task orders.
  • Ensures customer satisfaction by delivering quality service and effective solutions to emergent conditions.
  • Monitor program performance and implement improvements.
  • Plans, and executes all contractual service requirements.
  • Prepares, and manages program budgets, schedules, and achieves all performance requirements.
  • Directs program activities in accordance with the contract and Task Order PWS.
  • Applies Acuity policies and procedures or develops and implements new procedures, as may be required.
  • Maintains or coordinates IT, radio and telephonic communication, transportation and other support services capabilities that are provided by the customer, Acuity partners, customer contractors and others to ensure no interruption in service to the customer.
  • Establishes and maintains movement tracking processes and procedures that will account for all program services.
  • Responsible through assigned PMO staff for all supply chain management processes to support continuous, fully capable program operations.
  • Coordinates with the customer, customer contractors, customer facilities and capabilities (e.g., Salesforce) to ensure mutual and timely support.
  • Provides direction and guidance to all program staff.
  • Manages the quality programs of business partners, subcontractors, services contractors, and suppliers supporting the program.
  • Provides Corporate and customer management with timely, transparent, and accurate information to assess program performance.
  • Attends and participates in a variety of meetings and task force groups to improve quality and performance outcomes, communicate issues and solutions, obtain approvals, resolve problems, and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
  • Implements emergency plans and achieves rapid recovery of program support services in the event of an emergency, natural disaster, or other calamity.
  • Ensures accurate and timely labor documentation
  • Must be available and accessible by mobile phone 24 hours per day, 7 days per week, 365 days per year.

Qualifications:

  • Possess a bachelor's degree from an accredited university (or an associate degree with two or more years of additional relevant experience may be substituted for a bachelor's degree or more than four years of additional related experience may be substituted for a degree).
  • Have at least five years of documented experience in a field related to law, social work, detention, corrections, or similar occupational area.
  • Certification, licensure, and credentials applicable to the professional accreditation of the position and (a minimum of four years of experience in a related field is required when an associate degree with two or more years of relevant experience is substituted for a bachelor's degree, or 6 years of experience in a related field when four years of experience is substituted for a degree); and
  • Management experience applicable to the goals and objectives of this requirement, sufficient to communicate with other staff, and appropriate for a similar program environment.
  • Must be able to multi-task, be detail-oriented, be organized and have excellent verbal and communication skills.
  • Ability to obtain and maintain favorable background investigations
  • Must be proficient in English; able to receive and understand detailed information through oral and written communication.
  • Must be proficient with computers, common office equipment, and MS Office suite.
  • Meet the requirements of the contract for all immunizations.
  • Must be able to work full time hours, weekends, and holidays.
  • Must be at least 21 years of age.
  • Must be a US citizen or permanent resident, Resided in the US for 3 years in the past 5 years.

Preferred Qualifications:

  • 5 years' management experience
  • ORR or ICE experience
  • CPR/First Aid certification
  • Bilingual
  • Has undergone a federal investigation at the level of Tier 2 or higher; has been granted favorable suitability/eligibility and has not had a break in service for more than 24 months.
  • Must be able to travel

Physical Requirements and Work Conditions:

  • Work is performed in secure detention facility settings and office environments, including austere conditions.
  • Requires extended periods of sitting, standing, and operational oversight.
