RT&T, a joint venture of InDyne, Inc. and Amentum Services, Inc. is the prime contractor to support the Atlantic Range Technical Support Services (ARTSS) for the Naval Air Warfare Center Aircraft Division (NAWCAD) headquartered in Patuxent River, MD, and with locations in Maryland, Virginia, and California.

ARTSS supports Atlantic Test Ranges (ATR) and Atlantic Targets and Marine Operations (ATMO) in research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development and operational testing and fleet training missions for some of the world's premier systems. Our work with the U.S. Navy keeps the warfighter safe by testing systems before they are used in combat, and we are hiring personnel to support this important mission.

Background Information:

This full-time position provides senior-level Program Analyst support to the Investments Team at the Atlantic Test Range (ATR) in Patuxent River, Maryland. ATR is the Navy's east coast open-air test range and provides real-time test and evaluation (T&E) services for aircraft and weapons system testing as well as fleet training exercises for Navy and DoD customers. The Senior Program Analyst will work in a highly rewarding environment supporting live flight test operations at the forefront of naval T&E.

Duties & Responsibilities:



  • Receive tasking to directly support a NAVAIR program of record in the advancement of ATR range capabilities to meet future test requirements
  • Serves as the direct interface to the Government program authorities and representatives on project and contract administration issues
  • Supervises project operations by developing and reviewing management procedures and controls, planning and directing project execution, and monitoring and reporting progress.
  • Manages and reports technical, cost, and schedule aspects of the project with respect to customer requirements.

Required Education, Experience, & Certifications/Licenses:



  • MS Degree in business administration, technical management, or applicable program management field from an accredited college or university is required
  • A minimum of 10 years of work experience performing the stated or similar functions is required
  • In lieu of a MS degree, a BA/BS Degree with a minimum of 14 years performing the stated or similar functions
  • Must have excellent analytical, problem-solving, and communication skills
  • Proficiency in the MS Office Suite including Outlook, Excel, Word, and PowerPoint is required
  • Must have a strong attention to detail and the ability to work independently or as part of a team
  • Must be able to manage multiple priorities and to adapt to changing requirements
  • Must have a valid driver's license and successfully pass drug screening


Clearance Requirements:



  • Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
  • Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance


Work Conditions:

Most work performed in enclosed buildings at a desk or in data processing environments. Work will include sitting, standing, walking, lifting and reaching. Special vision abilities to perform this job are close vision, depth perception, and the ability to adjust and focus. Some travel and/or overtime may be required.
