POSITION SPECIFICS

The Department of Public Health Sciences (PHS) in the Penn State College of Medicine (COM) is seeking applicants to fill the Research Operations Manager role.

Under the direction of the Department Chair, the Director of Operations is a senior-level departmental position that oversees the management of all the administrative, operational, and financial activities of PHS. This position collaborates closely with the Department Chair in strategic planning related to our missions of research, education, and outreach. In collaboration with the department Chair and COM Controller's office, this position will also be responsible for budget development and tracking. Responsibilities include management of all fiscal operations for the department, working with the pre-award team on infrastructure development and the post-award team for financial needs for project implementation, and overseeing the annual budget planning and preparation process. Responsibilities also include oversight of all administrative support and general operations of the department, proactively addressing employee issues for a smooth workflow and allowing for a safe and respectful environment to foster excellence. This position will also act as a liaison with internal and external customers, sponsors, and key stakeholders.

Primary responsibilities include but are not limited to:

  • Develop and implement departmental policies and procedures to improve the operational flow of departmental activities.
  • Provide fiscal and operational oversight of all departmental operational, human capital, and project-specific funding.
  • Develop strategic plans and make recommendations to meet departmental goals and overcome challenges.
  • Practice sound leadership principles and continually seek out and implement best practices.
  • Work with the Controller's Office to oversee budgets and infrastructures for all research projects following federal and Penn State policies and guidelines; provide education to faculty and staff on policy adherence, best practices/business tactics, fiscal management and allocation of expenses.
  • Act as liaison to both internal University departments and offices as well as external sponsors, vendors and key stakeholders for negotiations, clarifications and overall communications for contractual issues.

The successful candidate must be highly motivated, organized, and detail-oriented while having professional written and verbal communication skills, excellent interpersonal skills, and a collaborative spirit. The ability to coordinate several projects simultaneously is essential and the willingness to adapt to dynamic situations will be critical.

Work Arrangements:

Although this position offers a flexible work arrangement that combines remote and on-campus work, the expectation is that 2-3 days will be spent on-site per week. Questions related to flexible work should be directed to the hiring manager during the interview process.

MINIMUM EDUCATION, WORK EXPERIENCE & REQUIRED CERTIFICATIONS

Bachelor's Degree 8+ years of relevant experience, includes 3+ years of supervisory experience; or an equivalent combination of education and experience accepted Required Certifications: None

SALARY & BENEFITS

The salary range for this position, including all possible grades, is $86,300.00 - $129,500.00.
