Bachelor's degree in human resources, business administration, or related field, and five years of directly related program development and personnel management experience demonstrating competencies needed to perform the work; or an equivalent combination of training and experience. Personnel matters are governed by state statutes and legislation, the University of North Carolina Code and Policy Manual. Most processes and actions are prescribed by these governing documents. OHR plays a critical role in ensuring UNCP is accountable and compliant in terms of Federal and State laws and UNC System Human Resources and Office of State Human Resources practices.


Primary Purpose of Position
This position reports to the Assistant Vice Chancellor of Human Resources and functions as the leader of this core unit and a professional resource for policy interpretation and administration relevant to the recruitment and selection employment program, classification and compensation program and projects and initiatives including the compensation process within Human Resources. This position leads and mentors four HR professional staff and provides guidance on applicable HR issues. This position is responsible for evaluating the university's talent acquisition functions, implementing solutions to create efficiencies and streamline processes for internal and external constituents, as well as the planning, design, implementation and direction of compensation and job evaluation/analysis programs that are aligned with the university's business strategies and support the institution's market competitiveness. This position also ensures that all employment and compensation programs support UNC Pembroke's goal of recruiting and retaining a qualified workforce through the oversight of classification and compensation studies.


The position collaborates with key senior leaders to assess the university's current and future talent needs and recruitment demands. The position has oversight of a variety of talent acquisition functions and activities, including search firm liaison, advertising, online employment system, interviewing methods, training, etc. The position will create a culture of proactive engagement to serve as a recruitment leader, implementing best practices and instill recruitment philosophy balancing compliance, equity, and fiscal accountability. The position collaborates with all levels in the university as well as the UNC System office, Office of State Human Resources and other agencies and universities.


This position serves as a vital member of the OHR leadership team and participates in the university's strategic plan priorities, goals and initiatives, using subject matter expertise, critical thinking and sound judgement to make decisions independently in the areas of oversight.


The position is also responsible for: administration of recruitment and selection process for permanent staff and faculty, as well as temporary and student positions, including oversight of screening of applicant pools to ensure that applicants meet minimum training/education requirements in accordance with university and State policy; evaluation of employment offers to determine qualifying salary for selected candidates based on pay factors; oversight of issuance of appointment letters; issuance of job offers to candidates; salary negotiation with the hiring department when appropriate; documentation after hiring process is complete to ensure compliance with University and State policies.

About the Opportunity and the Team:


This position reports directly to the Assistant Vice Chancellor of Human Resources and serves as the leader of a core HR unit. It functions as a professional resource for policy interpretation and administration related to:



  • Recruitment and selection
  • Classification and compensation

Job Duties and Responsibilities:



  • Lead strategic recruitment initiatives for permanent and temporary positions, ensuring compliance with university and state policies while promoting diversity and equity in hiring.
  • Advise senior leadership on workforce planning and talent acquisition strategies to attract top-tier candidates locally and nationally.
  • Supervise and mentor a high-performing employment team; manage performance, conduct evaluations, and foster a culture of collaboration and innovation.
  • Provide expert guidance to hiring managers and search committees on recruitment best practices, evaluation criteria, and interview processes.
  • Oversee applicant screening, salary determinations, and job offer negotiations to ensure alignment with institutional pay factors and policy.
  • Represent the university at career fairs and professional events to enhance employer branding and candidate engagement.
  • Utilize data analytics to inform recruitment strategies and support evidence-based decision-making across departments.

Management Preference

  • Bachelor's degree in human resources
  • Experience in higher education in North Carolina and thorough knowledge of UNC, the North Carolina Office of State Human Resources (OSHR), and employment subject to the state's Human Resources Act (SHRA)

  • PHR/SPHR certification

  • SHRM-CP/SHRM-SCP certification
