The Safety and Training Program Specialist is responsible for providing Road & Bridge (R&B) Division employees with the skills necessary to safely conduct road maintenance and construction activities. This is accomplished through a comprehensive training program that includes classroom, one-on-one, and on-the-job training. This position works with a high degree of independence and subject matter expertise in managing assigned program areas. Work includes developing goals and expectations for the division-wide safety and training program and partnering with division leadership on ways to build, enhance, and foster a culture of workplace safety.

Duties
-
- Develops, implements, and administers a comprehensive in-house Commercial Driver's License (CDL) / Entry-Level Driver Training (ELDT) training program for both Class A and B CDL drivers within PWD and all other County Departments/Offices that have CDL positions. Ensures compliance with all applicable state and federal requirements/regulations, and updates the program as needed based on federal or state changes. Serves as the liaison with federal representatives as it relates to this program.
- Develops, implements, and administers a Train-the-Trainer program for CDL/ELDT training. This involves training and certifying other County staff to serve as CDL/ELDT trainers to keep up with the high demand for this program while continuing to ensure compliance with all requirements.
- Conducts safety audits and job hazard analyses (JHAs), investigates accidents and injuries, and makes determinations of whether an incident was preventable or non-preventable. Analyzes incident data for trends and makes prompt recommendations for corrective action along with supporting documentation. Presents findings and recommendations to Department leadership and Risk Management.
- Recommends and implements safety performance standards and evaluates effectiveness of safety programs. Keeps apprised of new trends and industry best practices and makes recommendations for improving the R&B safety program.
- Develops, delivers, and facilitates classroom and OTJ training on all primary pieces of R&B heavy equipment to ensure that staff are trained on how to safely inspect and operate equipment based on R&B protocols and industry best practices. Also conducts/facilitates forklift certification, defensive driving, and Incident Command System (ICS) training, and serves as the primary trainer for the annual snow operations classroom training attended by R&B staff.
- Conducts Division Safety Meetings every two weeks to train/educate staff on various safety topics. Selects the topic, conducts research, and develops and delivers the training to staff.
- Serves as liaison to HR and Risk Management for random drug testing and clearinghouse requirements for all CDL holders within the County.
- Manages and schedules staff testing by a third-party agency for the CDL program.
- Provides support on workers' compensation claims by helping to coordinate communication between the supervisor, injured employee, and Risk Management, with the goal of helping to ensure prompt and clear communication between all parties.
- Attends the biweekly R&B Supervisors' meetings and presents on safety-related topics.
- Serves as the Emergency Response lead for the R&B Peoria Office and Eastern Service Center. Plans and coordinates the conduct of fire, tornado, and other safety drills. Develops a fall protection plan and fire risk assessment plan for R&B.
- Regularly conducts CPR/AED and First Aid training for R&B employees.
- Maintains the R&B Accident Safety Point Guidelines System and recommends the number of points to be assigned to accidents/incidents for approval by the supervisor. These points are used as part of employee performance reviews and may be used as part of corrective action.
- Conducts orientation/on-boarding and training of new employees. Assists new employees in acquiring County ID badge, fuel card, Personal Protective Equipment (PPE), and other associated materials, information, and documents.
- Works closely with environmental compliance officials and others to ensure Runoff Control Plan compliance with all applicable regulations and requirements. Performs weekly facility grounds inspections at R&B facilities and works to resolve and track/document findings.
- Operates snow removal equipment and supports other emergency operation functions. During emergency operations, may be required to work in shifts outside of normal business hours.
- Administers the R&B employee uniform contract as well as other contracts related to employee supplies, PPE, and miscellaneous materials. Tracks and maintains uniform and PPE inventory.
- Tracks and coordinates completion of NIMS training with staff and supervisors.
- Maintains various employee and departmental records pertaining to safety and training performance.

Education and Experience:
- High School Diploma or GED equivalent is required.
- Minimum of four (4) years of experience that demonstrates thorough knowledge regarding heavy construction equipment operations, safety, and maintenance best practices.
- Minimum of two (2) years of experience operating light and/or heavy equipment.
- An equivalent combination of education and work experience that satisfy the requirements of the job may be considered.

Pre-Employment Additional Requirements:
- Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
- Must successfully pass physical capabilities examination and pre-employment drug screening.
Post-Employment Requirements:
- Must possess a Class A Commercial Driver's license with tanker endorsement at the time of hire or be able to obtain one within 6 months of hire.
- CPR instruction certificate must be obtained within 12 months of hire.
- Roadway Flagger instruction certificate must be obtained within 12 months of hire.
WORK ENVIRONMENT:
- Exposed to all types of weather and driving conditions.
- Required to work on an on-call basis for winter storm duty and other emergency conditions at all hours of the day or night. Shiftwork for snowstorms may require 12-hour shifts or longer based on the severity of the storm.
PHYSICAL DEMANDS:

- Uses cart dolly, or other equipment to carry in excess of 80 lbs.

- Verbal and auditory capacity enabling interpersonal communication as well as communication through automated devices such as the telephones, radios, etc.
- Constant use of eye, hand, and finger coordination enabling the use of automated office machinery, equipment, and tools in a field setting.
- Visual capacity enabling constant use of computer equipment, construction equipment and vehicles.
