Job Description for Purchasing Associate
JOB SUMMARY
The Purchasing Associate will be responsible for the compliant sourcing, procurement, and contracting of goods and services to support the Research Foundation's and NYCREATES' academic, research, industry, governmental, and economic development missions. This position plays a critical role in vendor sourcing, bid evaluation, and procurement strategy, ensuring all purchases are aligned with proper guidelines and policies.
The Purchasing Associate will work closely with internal departments, suppliers, and legal teams to ensure high-quality, cost-effective, and timely acquisitions. This is an onsite position, with the potential for hybrid/remote eligibility after the probationary period and upon continued supervisory approval.
Job responsibilities include, but are not limited to:
1.) Compliant Procurement of Goods and Services
- Source, evaluate, and recommend vendors to ensure competitive pricing, quality, and service standards.
- Conduct price analysis to assess the reasonableness of vendor quotes by evaluating market competition, historical purchases, and pricing benchmarks.
- Perform cost analysis when necessary, examining detailed cost elements such as labor, materials, and equipment to ensure pricing is justified and compliant with procurement regulations.
- Analysis of business terms
- Contracting terms and conditions negotiation
- Collaboration with Research Foundation and NYCREATES legal teams
- Advisement of and recommendations to operation managers, executives, researchers, and staff
- Accurate & timely facilitation of request for quotes, invitation for bids, request for proposals, centralized contracts, SSJs, blanket PO releases, and online orders
- Compliance with all applicable Research Foundation, State, Federal, NYCREATES, and procurement policies, procedures, and best practices
- Updating procurement status trackers accurately & timely, informing supervisor of procurements non-conforming to turn-around expectations, support of the Office of Asset Management
- Maintaining open communication with all internal parties as appropriate
2.) Finance Support
- Invoicing review and discrepancy resolution
3.) Outreach
- Maintain appropriate & consistent contact between departments as necessary.
- Individual will be responsible for educating stakeholders in procurement processes & compliant methods.
4.) Other reasonable duties as assigned
Requirements:
Minimum Requirements for Purchasing Associate
- Bachelor's degree with 1-2 years purchasing and/or finance experience. An additional 1-2 years of procurement and/or finance experience may be considered in lieu of a bachelor's degree.
- Applicant must be able to demonstrate the ability to manage multiple priorities in a fast-paced environment, have strong organizational and communication skills, experience with Microsoft Office Suite, and strong critical thinking skills.
This position is contingent on the satisfactory completion of a background check; this position may require annual background checks.
PREFERRED REQUIREMENTS
- Experience with Oracle business software in a Sponsored Funds environment.
- 1 to 2 years' procurement experience conducting Request for Proposals.
- 1 to 2 years of practical experience in contract negotiations.
- Practical working experience with Research Foundation, NYS, and/or Federal procurement policy including MWBE engagements and reporting.
