Description
The Operations Support Specialist Level IV provides comprehensive, high-level support to the Joint Product Manager (JPdM) and Deputy JPdM, ensuring seamless execution of acquisition and program office operations at an on-site Edgewood, MD location requiring a Secret clearance. This role is pivotal in managing all internal and external taskers, overseeing critical meeting coordination (including Staff Calls, Business meetings, and All Hands events), and leading the implementation and management of MS Teams. The specialist will leverage in-depth knowledge of DoD acquisition processes (DoDI 5000.02) to assist with program planning, development, risk mitigation, and the preparation of high-level acquisition documentation and reports, while fostering strong stakeholder relationships.
- Assist the Joint Product Manager (JPdM) and Deputy Joint Product Manager (DJPdM) and Team Leads with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures, and guidelines, applying the acquisition processes and policies as outlined in the Department of Defense Instruction (DoDI) 5000.02, relating it to product development, production, and sustainment.
- Lead the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.
- Manage all external and internal taskers. The contractor shall log in each tasker, conduct analysis of the requirement and distribute action assignments to the line and staff as appropriate. The contractor shall also track the status of all taskers, review and consolidate responses from the line and staff, provide consolidated responses to Government leadership for review and approval.
- Manage the organizations short and long range calendars.
- Lead the production and execution of quarterly JPdM level All Hands meetings.
- Lead for managing MS Teams implementation and management for the organization.
- Maintain awareness of program execution and milestones, as well as their strategic impacts.
- Provide Government acquisition support of a wide variety of functional disciplines, to include resource management, logistics, testing, systems engineering, and contracting.
- Assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals.
- Write, review, and staff high-level staff action papers, studies, policies, and acquisition documents, applying life cycle management policies, procedures, and practices.
- Review and assess technical, cost, and schedule data and work with Government staff to identify shortfalls and potential corrective actions.
- Assist in identifying, assessing, developing, and mitigating program risk.
- Work at a senior level to stimulate customer alliances for portfolio, program, and project support, maintaining personal and organizational interactions to enhance stakeholder relations and actively promote rapport with customers.
- Draft, review, staff, file, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, and meeting minutes. When applicable, documents shall be prepared in accordance with Department of Defense (DoD) policies and procedures for the research, development, test and evaluation, and procurement of materiel and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones. These activities require the use of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Microsoft Excel, and Word.
- Maintain a list of required documents for assigned programs with corresponding projected need dates.
- The contractor coordinate both internal and external meetings and reviews for relevant stakeholders, ensuring that locations, phone, and video teleconference lines are properly booked for use; scheduling speakers; developing and providing meeting materials (e.g., day-to-day schedules, agendas, presentations and displays, etc.); and tracking action items as needed. The contractor shall support each event in person and/or via teleconference, video teleconference, and web conference. In addition, for each meeting conducted, the contractor shall develop meeting minutes and/or an executive summary.
- Provide input to support annual, monthly, and weekly recurring reports, as needed.
- Brief leadership on the status of program reviews and recurring reports.
- Provide program status updates at regular senior staff meetings.
- Communicate programmatic issues, concerns, and information.
- Assist to develop and update top-level briefings for public presentation to be utilized at various meetings and events.
- Track the status of action items, meeting minutes, program milestones, and monthly reports.
- assist in determining appropriate assignments; setting priorities, monitoring progress, and reporting on progress to meet established milestones and deadlines.
- Ensure that product teams are aware of deadlines, assignments, and objectives.
- Assist in maintaining program management tools and processes.
- The contractor shall obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form.
- The contractor shall assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.
- The contractor shall monitor/protect acquisition-sensitive materiel.
- The contractor shall meet assigned deadlines.
- The contractor shall manage all actions within document staffing systems.
- The contractor shall serve as the single point of contact for managing all staff actions submitted by the line and staff. The contractor shall be responsible for logging in all actions, ensuring completeness, building staff packages, and tracking them through completion, to include actions submitted to higher headquarters (HQ).
- The contractor shall serve as the single point of contact for all external and internal taskers. The contractor shall log in each tasker, conduct analysis of the requirement, and distribute action assignments to the line and staff as appropriate. The contractor shall also track the status of all taskers, review and consolidate responses from the line and staff, provide consolidated responses to Government leadership for review and approval, and either input the final response into the documents staffing system or submit it to other external organizations as appropriate.
- The contractor shall ensure that line and staff organizations are aware of deadlines, assignments, and objectives.
- The contractor shall assist in developing, documenting, and maintaining processes for managing taskers, staff actions, planning calendars, and other functions.
- The contractor shall collect, migrate, archive, and maintain electronic program files in appropriate electronic libraries.
- The contractor shall assist the JPdM and DJPdM in the planning, coordination, and execution of briefings and displays for visiting dignitaries and meetings.
- The contractor shall assist the JPdM and DJPdM in the development, implementation, and monitoring of information security policies, instructions, procedures, and control systems for activities involving clearance/classification authority and guides.
- The contractor shall assist with the following duties as needed in the JPdM: space allocation and planning, brief development, and meeting attendance.
Qualifications
- Minimum of five (5) years of experience in acquisition life cycle activities/management and a four-year degree in business, science, technical, or related discipline.
- Proficiency in Microsoft Suite of software applications(e.g. Outlook, Power Point, Word, Excel) to create and maintain documents and communications.
- Secret Clearance Required.
