WHAT YOU WILL DO

The primary purpose of this position is to support efforts to ensure effective and equitable program design, implementation, and delivery through research and data analysis, particularly for the Homeownership Division. This position helps collect, clean, and analyze qualitative and quantitative information on issues in Oregon related to agency programs to monitor program outcomes, evaluate results, and report out this information in accessible ways.

The person in this role will work within a team of research analysts and they will work very closely with program and policy analysts focusing on the delivery and monitoring of homeownership and other Agency programs in Oregon. They will use tools like Microsoft Excel, statistical software like R Studio, data visualization tools like Tableau and ArcGIS, and Microsoft SQL Server to query, analyze and report on data from a variety of sources. They will organize and analyze data in printouts, tables, graphs, charts, and interactive dashboards. Some data may need to be cleaned and related in order to be properly reported on.

This position will conduct their work with an equity lens, ensuring that any research conducted centers Black, Indigenous, and People of Color (BIPOC) and other marginalized communities. They will be a vital part of the Research Team's work on implementing an Agencywide Racial Equity Analysis Toolkit (REAT) and will assist program staff in completing the REAT on all programs.

The person in this position will interact with other research analysts and staff from program sections, communicating reporting needs and requirements to understand deliverables and resolve issues.

MINIMUM QUALIFICATIONS

A Bachelor's degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures;

OR

Three years experience as a research assistant comparable to the work of a Research Analyst 1; or two years experience using computer applications to help gather, compile, analyze, and report information and statistical data.

  • Experience with Tableau, ArcGIS and/or other data visualization software

  • Experience with SQL for relational database management systems

  • Knowledge about housing market and housing needs data sources

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency. We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. Our vision is that all Oregonians can pursue prosperity and to live free from poverty. Across Oregon, housing has emerged as a paramount concern. The lack of available housing, high rents and high home prices are driving rapid increases in housing instability and homelessness. OHCS released its Building Oregon's Future: 2023 Annual Report to update the agency's significant progress in meeting the goals outlined in the 2019 Statewide Housing Plan. We are now more than halfway into the five-year plan.

Research Section

The purpose of the Research Section is to ensure OHCS staff, Oregon legislators, and the public have a clear understanding of how the work of OHCS helps Oregonians achieve housing stability, and to ensure the decisions and policies of the agency are grounded in sound data and research that is conducted with an equity lens.

The Research Section supports the entire agency and has team members focused and embedded within specific program areas. The team consists of Research Analysts and Operations and Policy Analysts. The outcome of the quantitative and qualitative analysis performed by the Research Section serves as the basis for how a significant portion of OHCS's resources are allocated and/or awarded. Additionally, the Research Section leads efforts to share data across state agencies, with local governments, and with partner organizations, to enable better and more equitable outcomes for vulnerable Oregonians.

The Research Section leads meaningful research projects that ensure OHCS policy and resource allocation decisions are evidence-based and informed by best practices. The Research Section also works to clearly demonstrate the impact that the agency's programs have on Oregonians through accessible, interactive tools. We are embedded within sections to increase cross-section collaboration and improve data solutions through regular outreach, early involvement, and integration.
