Overview:
The Town of West Tisbury is hiring a part-time Deputy Emergency Management Director (Deputy EMD) to assist the Emergency Management Director in coordinating emergency preparedness, response, recovery, and mitigation efforts. This stipend-based position (~15 hours per week) requires additional availability during emergencies and disasters. The Deputy EMD works closely with local departments, first responders, and regional partners to support s and strengthen the Town's emergency management capacity.
Key Responsibilities:
- Emergency Planning and Coordination
- Assist in developing, updating, and implementing emergency plans (e.g., CEMP, hazard mitigation, evacuation).
- Collaborate with local, tribal, state, and federal agencies for coordinated emergency response.
- Support preparedness for public shelters, logistics, mutual aid agreements, and town-wide readiness.
- Participate in emergency briefings, planning meetings, and drills.
- Response and Recovery Operations
- Provide operational support during emergencies, including EOC and shelter staffing.
- Document damage assessments and recovery coordination post-incident.
- Assume EMD responsibilities when the Director is unavailable.
- Community Outreach and Education
- Coordinate and deliver emergency preparedness education and trainings to the public.
- Communicate timely and accurate safety information to residents before, during, and after incidents.
- Work with schools, businesses, and civic organizations on emergency planning.
- Resource Management
- Maintain inventory of emergency supplies and coordinate procurement efforts.
- Support grant writing, budget tracking, and resource gap analysis.
- Collaboration and Communication
- Maintain strong relationships with agencies, volunteers, and stakeholders.
- Monitor hazard conditions (e.g., severe weather alerts) and notify leadership as needed.
- Support ongoing coordination through regional emergency management meetings and working groups.
- Judgment and Complexity
- Exercise sound decision-making during high-pressure, time-sensitive incidents.
- Navigate multi-agency environments, unified command systems, and complex logistical scenarios with professionalism and discretion.
Minimum Qualifications:
- High school diploma or equivalent.
- Valid Massachusetts driver's license.
- 1-5 years of experience in emergency management, public safety, or related field.
- Working knowledge of FEMA, NIMS, ICS principles, and local/state emergency management practices.
- Strong interpersonal, organizational, and written/verbal communication skills.
Certifications Required or Obtainable Within 12 Months:
- FEMA IS-100, IS-200, IS-700, IS-800
- First Aid and CPR
Preferred Experience:
- Familiarity with emergency response equipment and communication tools.
- Experience in coordinating or leading emergency preparedness trainings and exercises.
- Prior involvement in sheltering, EOC activation, or multi-jurisdictional response.
Additional Requirements:
- Must reside year-round on Martha's Vineyard.
- Must be available for extended hours, nights, weekends, and holidays during emergency activations.
- Ability to lift 40 lbs and work in variable field or severe weather conditions.
- Willingness to participate in continued training, certification, and professional development.
Compensation & Terms:
- $15,000 annual stipend
- Part-time (approx. 15 hours/week)
- Reimbursed out-of-pocket expenses in accordance with Town policy
- Position reports directly to the West Tisbury Emergency Management Director
