About the Department
Founded in 1966, the Center for Urban Affairs and Community Services ( CUACS) extends the educational research capabilities of North Carolina State University ( NCSU) to governmental and community agencies. The Center operates under a mandate to provide research and technical assistance to state and local government as well as to the faculty and staff of NCSU. As part of the Center's work with state government, a new program Technical Outreach to Public Schools ( TOPS) was established to support functions critical to public education K-12. NCSU will collaborate in areas of mutual interest with the North Carolina Dept. of Public Instruction ( NCDPI) to support public schools on educational areas of high priority. Specifically, NCSU will work with NCDPI in applying research and development skills to major educational and technological issues and by providing product and quality control support to the measurement of educational performance in the state's 115 local school systems. TOPS will: 1) provide research, technical, and training assistance in carrying out assessments on a statewide basis; 2) develop tests and provide support for technological improvements for data-driven decision-making; 3) conduct needs assessment and research studies in priority areas of mutual interest. These work activities are highly sensitive and confidential and are technically complex.

Essential Job Duties
The Public Communication Specialist position serves as staff for customer needs via the Center's help desk operations, providing a variety of assistance, knowledge, and information collection/processing for all program offerings.

Primary responsibilities include, but are not limited to:

  • Answer customer questions and resolve issues with applications/sites for a variety of online activities. The person in this position must communicate effectively with field personnel to resolve user problems and support a variety of client products.
  • Assist with testing/debugging applications while working with technical staff.
  • Serve as support staff for answering questions and resolving technical issues with the online item/test review system.
  • Communicate with content staff, item writers and reviewers, programmers, and other help desk staff to assist with process management and resolution of technical issues.
  • Respond to questions/issues that deviate from standard operating procedures by determining and consulting appropriate resources such as policies, manuals, or other staff.
  • Respond to requests for program and procedural information.
  • Work with test coordinators using the online reporting system for state tests.
  • Communicate with field staff to ensure appropriate processes.
  • Use online applications to collaborate with work team members and a large array of software applications.
  • Assist the applied research unit with contacting participants, preparing and sending written communications, and entering information into online collection systems.

Other Responsibilities

  • Utilize document scanning, Word, and Excel software.
  • Use data collection and processing systems.
  • Provide technical assistance in help desk activities for online assessment and scoring management and assistance.
  • Conduct analyses, develop technical capacity as needed, and provide a high degree of accuracy in education research & evaluation tasks.
  • Develop and/or use effective data collection/utilization practices utilizing purpose-built and commercial software for website design, data presentation, analysis, and data processing tasks.
  • Work with a variety of project sizes of projects, but be able to work with very large data sets and file systems.
  • Present information to others who have little technical expertise.
  • Create presentations and other forms of media.

Qualifications






Minimum Experience/Education

Bachelor's degree in a discipline related to the area of assignment; or an equivalent combination of training and experience.

All degrees must be received from appropriately accredited institutions.

Other Required Qualifications

  • Experience using computer applications/software for office work, including web browsers, Word, and Excel.
  • Ability to use data collection and processing systems.
  • Ability to provide technical assistance in help desk activities for online assessment and scoring management, and assistance.
  • Ability to conduct analyses, develop technical capacity as needed, and provide a high degree of accuracy in education research & evaluation tasks.
  • Ability to develop and/or use effective data collection/utilization practices utilizing purpose-built and commercial software for website design, data presentation, analysis, and data processing tasks.
  • Ability to work with a variety of project sizes of projects, but be able to work with very large data sets and file systems.
  • Ability to present information to others who have little technical expertise.

Preferred Qualifications

  • Prefer experience working with the public, managing databases, providing technical and help desk assistance, and communicating via mail and phone.
  • Previous experience with PHP, HTML, and JavaScript.
