SRE is seeking a MidLevel Emergency Management Planner to support planning efforts within FEMA's Planning and Exercise Division under the direction of senior planners and project leads. This role contributes to the development, refinement, and implementation of plans that support FEMA's mission and ensures coordination with stakeholders for data gathering, risk assessment, and framework alignment.

The ideal candidate will have demonstrated experience supporting the creation and execution of operational or strategic plans for a federal emergency management or national preparedness program. They will be adept at gathering and synthesizing input from multiple stakeholders, aligning planning products with FEMA doctrine and guidance, and contributing to exercises or other implementation activities. This role requires a professional who can work collaboratively across functional teams, manage multiple priorities, and produce wellstructured documentation that supports mission objectives.

Duties may include, but are not limited to:



  • Contribute to the development, revision, and implementation of operational and strategic plans in accordance with FEMA's sixstep planning process and national preparedness frameworks.
  • Coordinate with federal, state, local, tribal, territorial, and privatesector stakeholders to gather, validate, and integrate data into planning products.
  • Conduct targeted research, policy reviews, and data analysis to support plan development, including reviewing relevant FEMA guidance, afteraction reports, and capability assessments.
  • Assist in the design, facilitation, and documentation of planning workshops, meetings, and tabletop exercises to validate and refine plans.
  • Draft, edit, and format planning documents, annexes, reports, and briefing materials in compliance with FEMA style, quality, and accessibility standards.
  • Monitor timelines, deliverables, and milestones to ensure planning projects stay on schedule and meet contractual quality requirements.
  • Support hazard/threatspecific planning efforts (e.g., hurricanes, continuity operations, catastrophic housing, CBRN incidents) as assigned by FEMA task leads.
  • Utilize FEMA planning tools and resources, including the Planning Decision Support Catalog (PDSC), templates, and data visualization products.
  • Ensure all planning products, reports, briefings, and supporting materials meet Section 508 accessibility compliance requirements
  • Provide coordination support to senior planners, ensuring integration of inputs across multiple planning initiatives.


Required Qualifications (Education, Skills, Experience):



  • Bachelor's degree in emergency management or related field; or equivalent experience.
  • 5+ years of relevant planning experience.
  • Skilled in coordinating and integrating stakeholder input from diverse functional and organizational backgrounds into cohesive planning products.
  • Excellent verbal and written communication skills, with demonstrated ability to draft clear, concise, and technically accurate planning documents.
  • Understanding of the FEMA sixstep planning process, emergency management exercise programs, and principles.
  • Ability to apply analytical skills to interpret qualitative and quantitative data in support of planning decisions.
  • Experience supporting hazard/threatspecific planning and integrating related considerations into allhazards planning frameworks.
  • Strong organizational skills and attention to detail, with the ability to manage multiple concurrent tasks in a deadlinedriven environment.
  • Proficiency in Microsoft Office Suite, collaboration platforms (e.g., SharePoint, MS Teams), and document version control systems.


Preferred Qualifications:



  • Experience supporting FEMA Headquarters and/or Regional planning initiatives.
  • Familiarity with FEMA planning doctrine (FEMA Planning Manual, CPG 101, CAPG, DPG) and associated planning tools (PDSC, lifelines).
  • HSEEP certification or experience integrating exercises to validate planning products.


Work Environment:

The primary work location of this position is the Washington D.C. Metro area. Remote work is allowed but not guaranteed. Please Note: Occasional travel may be required to attend planning meetings, workshops, exercises, or other mission activities at locations outside the primary duty station. Travel frequency will be determined by project needs. If you live outside the commutable area, travel expenses are not reimbursed to the primary work location.
