SRE is seeking a Geospatial Analyst to develop and maintain geospatial data products in support of FEMA's Planning and Exercise Division. This role is responsible for creating, managing, and analyzing GIS data layers and maps, and integrating spatial data from multiple sources to support planning documentation, situational awareness, and decisionmaking.

The ideal candidate will have advanced GIS skills, experience with spatial data integration and analysis, and the ability to translate complex geospatial information into actionable planning products. This role requires a professional who can collaborate with planners, analysts, and other technical experts to ensure data accuracy and develop visual products that enhance operational readiness.

Duties may include, but are not limited to:



  • Create, manage, and analyze GIS data layers and maps in support of FEMA planning, exercises, and operational activities.
  • Develop geospatial products to enhance situational awareness and support decision making at strategic and operational levels.
  • Integrate spatial data from multiple sources, including federal, state, local, tribal, territorial, and private sector datasets, ensuring compliance with FEMA geospatial data standards.
  • Maintain and update geospatial databases, perform quality control checks, and ensure data accuracy, completeness, and timeliness.
  • Produce map products, dashboards, and other visual tools tailored to FEMA leadership, planning teams, and operational stakeholders.
  • Apply geospatial analysis to identify patterns, trends, and risks relevant to FEMA's planning mission areas.
  • Provide geospatial support for hazard/threat specific planning efforts (e.g., hurricanes, flooding, wildfire, CBRN incidents, catastrophic housing).
  • Collaborate with planners, analysts, SMEs, and program management personnel to integrate geospatial outputs into planning products and deliverables.
  • Ensure all geospatial products, maps, and related deliverables meet Section 508 accessibility compliance requirements.
  • Support data visualization and reporting through FEMA platforms and systems, ensuring interoperability with FEMA's Planning Decision Support Catalog (PDSC) and other tools.


Required Qualifications (Education, Skills, Experience):



  • Bachelor's degree in geography, GIS, or related field.
  • 3+ years of experience with GIS tools such as ArcGIS, ArcGIS Pro, and related extensions.
  • Proficiency in spatial analysis, cartography, and geospatial data visualization.
  • Experience integrating datasets from multiple sources, including federal, state, local, and opensource data.
  • Knowledge of geospatial data standards, metadata creation, and database management best practices.
  • Ability to translate complex geospatial analysis into clear, actionable products for technical and nontechnical audiences.
  • Familiarity with FEMA geospatial platforms, dashboards, and data visualization tools (e.g., ESRI ArcGIS Online, StoryMaps, Experience Builder).
  • Understanding of the FEMA sixstep planning process, emergency management exercise programs, and principles.
  • Familiarity with FEMA planning tools and systems, including the Planning Decision Support Catalog (PDSC), lifeline frameworks, and FEMAapproved symbology.
  • Strong quality assurance and attention to detail, including the ability to ensure deliverables meet federal accessibility standards.
  • Effective communication and collaboration skills, with experience working on multidisciplinary teams in a fastpaced, operational environment.


Preferred Qualifications:



  • Experience supporting FEMA Headquarters and/or Regional geospatial planning initiatives.
  • Proficiency with scripting or automation tools for geospatial workflows (e.g., Python, ModelBuilder, Arcade).
  • Experience producing hazardspecific geospatial products for FEMA mission areas, such as floodplain mapping, wildfire modeling, hurricane evacuation zones, or CBRN plume modeling.
  • HSEEP certification or experience integrating geospatial components into exercises and plan validation activities.


Work Environment:

The primary work location of this position is the Washington D.C. Metro area. Remote work is allowed but not guaranteed. Please Note: Occasional travel may be required to attend planning meetings, workshops, exercises, or other mission activities at locations outside the primary duty station. Travel frequency will be determined by project needs. If you live outside the commutable area, travel expenses are not reimbursed to the primary work location.
