SRE is seeking a Senior Emergency Management Planner to provide seniorlevel planning expertise in support of FEMA's Planning and Exercise Division, ensuring alignment with national preparedness goals, policies, and frameworks. This position directly supports FEMA Headquarters and Regional Offices in the development, coordination, and facilitation of complex planning initiatives. The Senior Planner will work closely with FEMA, as well as federal, state, local, tribal, territorial, and privatesector stakeholders, to oversee planning processes, schedules, deliverables, and quality assurance.

The ideal candidate will have extensive experience leading the development and coordination of complex operational or strategic plans within a federal emergency management or national preparedness context. They will be skilled in interagency and intergovernmental coordination, adept at aligning plans with national frameworks, and capable of facilitating workshops and stakeholder engagements involving diverse participants. This role requires a professional who can guide planning teams, ensure deliverables meet established quality and policy standards, and communicate effectively across senior leadership, partner agencies, and technical staff.

Duties may include, but are not limited to:



  • Lead the development, coordination, and facilitation of complex operational and strategic planning initiatives that align with national preparedness goals, policies, and frameworks.
  • Provide subject matter expertise on FEMA and federal emergency management policy, doctrine, and procedures, ensuring consistency with FEMA guidance and mission objectives.
  • Conduct gap analyses, capability assessments, and risk evaluations to inform planning priorities.
  • Facilitate highlevel workshops, seminars, and interagency coordination meetings, ensuring actionable outputs.
  • Support hazard/threatspecific planning efforts (e.g., hurricanes, CBRN incidents, catastrophic housing, supply chain disruptions, continuity operations) for FEMA HQ and Regional stakeholders.
  • Utilize FEMA planning tools and resources such as the Planning Decision Support Catalog (PDSC), lifeline frameworks, templates, and other datadriven planning products.
  • Ensure all planning products, reports, briefings, and supporting materials meet Section 508 accessibility compliance requirements.
  • Oversee the production and review of planning deliverables, ensuring technical accuracy, compliance, and quality assurance.
  • Mentor and guide midlevel and junior planning staff, promoting professional growth and knowledge transfer,


Required Qualifications (Education, Skills, Experience):



  • Master's degree in emergency management, public administration, or related field; or equivalent experience.
  • 10+ years of planning experience, including 5+ years in a senior role.
  • Expertise in interagency coordination, stakeholder engagement, and consensusbuilding in a complex federal environment.
  • Strong analytical skills, with the ability to evaluate and synthesize complex qualitative and quantitative information into strategic planning products.
  • Proficiency in developing and applying planning frameworks, tools, and templates to support mission objectives.
  • Understanding of the FEMA sixstep planning process, emergency management exercise programs, and principles.
  • Familiarity with FEMA planning doctrine (FEMA Planning Manual, CPG 101, CAPG, DPG) and associated planning tools (PDSC, lifelines).
  • Exceptional facilitation, presentation, and written communication skills, with the ability to brief senior leadership and external partners.
  • Strong organizational skills and attention to detail, with the ability to manage multiple concurrent tasks in a deadlinedriven environment.
  • Proficiency in Microsoft Office Suite, collaboration platforms (e.g., SharePoint, MS Teams), and document version control systems.


Preferred Qualifications:



  • Experience supporting FEMA Headquarters and/or Regional planning initiatives.
  • HSEEP certification or experience integrating exercises to validate planning products.


Work Environment:

The primary work location of this position is the Washington D.C. Metro area. Remote work is allowed but not guaranteed. Please Note: Occasional travel may be required to attend planning meetings, workshops, exercises, or other mission activities at locations outside the primary duty station. Travel frequency will be determined by project needs. If you live outside the commutable area, travel expenses are not reimbursed to the primary work location.
