Summary:

The Project Manager will serve as a key member of the team supporting the Federal Emergency Management Agency (FEMA) through the PEDTAC contract. This role is responsible for managing contract performance across all Planning and Exercise Division (PED) offices and branches. The Project Manager will oversee task execution, ensure compliance with contractual requirements, coordinate with government leads, and allocate contractor resources to meet evolving operational and planning needs.

Must be available to the COR via telephone between 0800 and 1700 EST, Monday through Friday, and respond within 24 hours to technical problem notifications.

This position plays a vital role in the development and coordination of strategic and operational plans that strengthen FEMA's readiness to respond to disasters and emergencies across the United States.

The ideal candidate has a strong background in emergency management planning, excellent analytical and communication skills, and a desire to contribute to meaningful work that enhances national resilience.


Responsibilities

Essential Job Functions:

  • Serve as the primary point of contact for FEMA PED leadership and the Contracting Officer Representative (COR) for all task-related matters.
  • Oversee the delivery of technical assistance in program management, planning, policy development, readiness, internal controls, and administrative/business office support.
  • Ensure contractor performance aligns with industry and federal best practices and remains within the defined scope of work.
  • Monitor task order progress, track deliverables, and implement risk mitigation strategies as needed.
  • Ensure timely communication with the COR regarding potential scope changes or contract issues.
  • Facilitate compliance with FEMA's direction, ensuring federal personnel retain final decision-making authority.
  • Maintain internal quality assurance practices to verify deliverables meet or exceed performance standards.

Qualifications

Necessary Skills and Knowledge:

  • Be able to read, write, speak, and understand English.
  • Demonstrated knowledge of the FEMA planning process and federal crisis action planning principles.
  • Proficient in Microsoft Office Suite, SharePoint, and project management tools.

Minimum Qualifications:

  • Minimum 5+ years of experience managing federal government projects, preferably in emergency management, homeland security, or planning-related contracts.
  • Proven success in managing enterprise-level tools, planning frameworks, or knowledge management systems.
  • Experience implementing workflow standardization and planning support initiatives.
  • Must have a Secret clearance

Preferred Qualifications:

  • Bachelor's degree in Emergency Management, Public Administration, Project Management, or a related field.
  • PMP, PgMP, or equivalent certification preferred.

Pay and Benefits

The salary range for this position is $130,000 to $170,000 annually.
