Summary: Nisga'a Tek is seeking an All Source Analyst - Infrastructure.
Responsibilities
Essential Job Functions:
- Provide full-time onsite subject matter expertise throughout the term of the contract to conduct all-source intelligence analysis to support NCMI's Global Health Infrastructure.
- The SME(s) shall possess mid-level skills and experience to identify no-strike health infrastructure in priority countries.
- NCMI is responsible for health infrastructure discovery as well as creating and updating facility records in the Modernized Integrated Database (MIDB) worldwide.
- NCMI also produces finished digitally layered intelligence products with geospatial PDF graphics depicting select infrastructure in priority cities.
- These products are published on JWICs, SIPR, and NIPR systems depending on the classification.
- Perform open source and classified data search for military/civilian health systems, medical and public health facility locations and capabilities related to priority country health infrastructure.
- Gather/assesses relevant information from all available sources, including but not limited to, the internet, newspapers and magazines, professional journals, target country health departments and ministries, video and radio transcriptions, conference abstracts and proceedings, unpublished theses and research reports, and the full range of classified intelligence information data sources available to the intelligence community, as well as through interaction with Division/Branch Chiefs/Senior Intelligence Officers.
- Create, update, populate, and review MIDB records associated with priority country health infrastructure.
- Prepare all source intelligence assessments in formats approved by DIA/NCMI, meet or exceed DIA/NCMI quality and trade craft standards, and provide products within mutually agreed upon timelines (timelines and quality assurance will be negotiated with the vendor upon award).
- Contractor personnel will be required to attend periodic MIDB and other internal DIA systems courses to stay current with analytic standards and system upgrades and changes.
- Conduct classified and unclassified onsite (SCIF) - based infrastructure research, acquisition, management, data entry, quality control, visualization, and production of geospatial intelligence analysis in support of NCMI analysts and Responsible Production mission areas for MIDB.
- Use and operate the MIDB, NPW, RemoteView, ArcGIS and other new IC tools.
- Use and operate commercial tools like Google Earth, Sketchup, Geo-portable document formatting, and other geospatial data sets and applications.
- Demonstrate ability to communicate complex, technical information effectively both orally and in writing.
- Conduct all-source intelligence to identify no-strike health infrastructure and state/non state actor use of occupied and previously occupied medical facilities and entities/locations.
- The all-source analytical support includes the responsibility to analyze and assess each facility's operational status, and ensure all data of intelligence value is captured, associated to, and updated in the corresponding facility record residing in MIDB.

Qualifications
Necessary Skills and Knowledge:
- Detail-oriented with a proficiency for researching, analyzing, and prioritizing information Demonstrates ability to use logic when evaluating and synthesizing multiple sources of information.
- Demonstrates ability to defend analytic judgments with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.
- Proficient with Microsoft Office tools (e.g., Excel Word, PowerPoint, etc.)
- Ability to thrive in a dynamic working environment.
- Excellent interpersonal, judgment, and analytical skills.
- Strong written communication skills.
Minimum Qualifications:
- Bachelor's Degree in a related field.
- Minimum of four (4) years of experience using MIDB production and retrieval applications as well as writing using ODNI analytic trade craft standards.
- TS/SCI with Counterintelligence polygraph.
Pay and Benefits
