About the opportunity

SWCA seeks a Project Environmental Planner - Permitting in Pittsburgh, PA. You will have a broad range of skills to work with a team lead/support permitting efforts in the transmission, power generation, and oil and gas markets. The position requires proven experience with all phases of project development including initial constraints analysis, permitting, preconstruction planning, construction, and post-construction operations and maintenance. This position requires the ability to work independently and coordinate with large project teams to support senior project management throughout all phases of a project's life-cycle.

This is a full-time, regular status (with full benefits), hourly, non-exempt position with ability to be distributed within Pennsylvania. You will be managing or supporting energy development projects primarily in the Mid-Atlantic and Mid-West regions with opportunities work throughout the United States. Experience in Pennsylvania is required, and experience in New York, New Jersey, Ohio, West Virginia, and Virginia is preferred.

What you will accomplish

  • Lead or support the preparation of Regulatory Permit Applications for agencies such as the U.S. Army Corps of Engineers and other State Environmental Protection Agency permits.
  • Search and analyze Comprehensive Plans (i.e. Long-Range Plans), Land Development Regulations, and Code of Ordinances.
  • Research and analyze draft ordinances pertaining to planning, zoning or environmental resource issues.
  • Conduct research studies and prepare reports and recommendations regarding land use, zoning, population trends, transportation, social economics, emergency response, and other community services needed to support entitlement applications.
  • Review site/construction plans and related application materials for conformity to the Land Development Regulations and Comprehensive Plans.
  • Assist in preparing land development applications, including but not limited to variances, zoning use permits, site plan applications, text amendments, and Comprehensive Plan amendments.
  • Act as the regulatory/permit compliance liaison between agencies and clients.
  • Effectively communicate and proactively engage with diverse project stakeholders, including regulatory agents, field crews, trade workers, and third parties, regarding project status, schedules, and compliance issues.
  • Serve as a Project Manager, Deputy Project Manager, or task lead in preparing proposals and key aspects of environmental planning documents, including pre-application activities, project planning, and developing project descriptions with supporting documentation.
  • Manage, support and/or lead project teams working on oil and gas, generation, and transmission projects.
  • Lead or support projects of varying size and complexity.
  • Collaborate closely with SWCA senior project managers on larger energy projects, either as a task lead or technical expert.
  • Drive compliance of safety policies and reporting requirements to ensure overall team safety.
  • Cultivate new relationships and support the development of client capture plans.
  • Mentor and develop junior staff to support their professional growth.
  • Utilize strong organizational, communication, and graphical skills in written and verbal communication.

Experience and qualifications for success

Minimum Qualifications

  • Bachelor's degree in an environmental-related field or equivalent demonstrated experience.
  • Minimum of seven (7) years of experience in permitting and natural resources.
  • Experience in energy generation, transmission, and/or oil and gas industries.
  • Working knowledge of Microsoft Office Suite (Excel, PowerPoint, Teams, and Word).
  • Familiarity with federal, state, and local permitting laws and processes.

Preferred Qualifications

  • Experience in regulatory permitting throughout the U.S. Mid-Atlantic and Midwest regions.
  • Minimum of two (2) years of experience as a project manager. (moved this to preferred)

Additional Information

  • Ability to travel up to 20% regionally.

An employee in this Pittsburgh, PA position can expect a rate of $36.04/hour to $46.64/hour. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law.
