Duties

  • Performs the most complex analysis and evaluations related to all aspects of accounting, management control and risk management.
  • Independently plans, designs and develops solutions to cost report reimbursement issues arising from the application of payment policy through cost report reviews and audits.
  • Applies methods and techniques for analyzing and evaluating the effects of changes in Medicare statute, regulations, and policies on the contractors' scope of work.
  • Reviews authorization acts, public laws, executive directives, etc. for CMS compliance implications.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Developing or implementing audit programs related to Medicare cost reports and reimbursement issues; and (2) Conducting reviews of cost reports; and (3) Providing guidance on provider cost report audit or cost report appeals issues, using knowledge of health care financing and insurance rules, regulations, or policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education

Education Requirement: In addition to meeting the qualification requirements listed above, all candidates must have the following educational requirements:

A. Possess a degree in auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

B. Possess a combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. AND my background must also include one of the following: (1) A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or (2) Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hour
