Position Description

DEFINITION:

To plan, organize, coordinate and perform activities statewide in support of Cape Fear Community College and the Business Development, Training and Assistance (BDT&A) program, the Strategic Initiatives program and other programs of the North Carolina Military Business Center.

SUPERVISION RECEIVED AND EXERCISED:

  • Receives general supervision and general direction from the Sr. Director of Business and Industry Services, the Executive Director and Director of Operations of the North Carolina Military Business Center.
  • Exercises no supervision.

Duties & Responsibilities (Essential Functions)

ESSENTIAL AND OTHER IMPORTANT FUNCTIONS STATEMENTS:

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

  • Conduct public awareness, recruit and counsel area businesses regarding federal contract opportunities.
  • Conduct assistance visits to current federal contractors and contracting-capable, mature businesses.
  • Assess client companies' business development, capture, contract execution and other capabilities, recommend actions and assist in coordinating with community college and other resources to fill gaps and improve capabilities
  • Develop, coordinate and present training in multiple counties on finding federal contract opportunities, developing proposals for responses to federal solicitations, Wide Area Workflow, evaluating GSA
    schedule and preparing responses to GSA schedule contract solicitations.
  • Identify future and current federal business opportunities within assigned industry(ies) and from assigned federal buying offices. Using the NCMBC SalesForce database, identifies NC companies capable of performing the work, and sources the opportunities to these businesses statewide using MS Excel and Outlook.
  • Provide one-on-one business assistance services to companies to understand specific federal solicitations and to develop proposals and/or quotes for government contracts, including GSA schedule contracts.
  • Assist in developing contract-specific teaming relationships, and assist in planning, coordinating and executing networking events between NC and out-of-state prime contractors.
  • Assist in coordinating NCMBC training events (Federal/Defense Contractor Academies and advanced training workshops) within assigned geographic area of responsibility.
  • Establish and maintain liaison with assigned federal buying offices and small business specialists develops market intelligence on future opportunities and, with the NCMBC webmaster, maintains industry-and agency-specific market intelligence pages on the NCMBC website
  • Perform other duties as assigned by the NCMBC Executive Director and Director of Operations, and the Small Business Center Director.

Qualifications

QUALIFICATIONS:

Knowledge of:

  • Federal agency, military service and component command missions,
    organizations, functions and operations.
  • Federal, agency and command acquisition regulations, processes, procedures,
    instruments and resources.
  • Corporate business development and contract capture processes and
    procedures.
  • Processes and procedures for developing, coordinating and implementing
    strategic and industry work plans .

Ability To:

  • Conduct internet-based research.
  • Effectively utilize word processing, spreadsheet, database and client
    management software systems.
  • Analyze problems, identify alternative solutions, project consequences of
    proposed actions and implement recommendations in support of goals.
  • Counsel and develop client business capacity in federal contracting processes
    and procedures.
  • Develop, deliver and assess collective training in federal acquisition processes
    and procedures.
  • Lead teams in developing strategic plans and in planning, coordinating and
    executing statewide events.
  • Establish and maintain cooperative working relationships with those contacted in the course of work
  • Interpret and apply CFCC goals, objectives, policies, procedures, rules, and regulations
  • Communicate effectively and respectfully, both verbally and in writing
  • Maintain effective audio-visual discrimination and perception needed for:
    1. Making observations
    2. Reading and writing
    3. Communicating with others
    4. Operating assigned equipment
    5. Handling varied tasks simultaneously
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following:

EXPERIENCE AND TRAINING GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Minimum Education/Training:

  • Combination of education or experience equivalent to four years in business development and/or military procurement. Working knowledge of military procurement systems and procedures.
  • Valid NC driver's license with driving record that is within the parameters set by the college

Minimum Experience:

  • Four years in business development and/or military procurement
  • Working knowledge of military procurement systems and procedures.
  • Excellent writing skills and proficiency with word processing, spreadsheet, database and internet research systems

Preferred Education/Training, Experience, Skills:

  • Bachelor's degree or higher in Business Administration or a related field with work experience in military procurement
  • Excellent word processing, spreadsheet and data base utilization and internet research skills, including working knowledge of MatchForce.org, MS Office and ACT! client management software
  • Bilingual and a National Career Readiness Certificate are preferred
