Job Description:

Oregon State Treasury is recruiting for a supervising Manager to oversee the Audit and Holder Services section within our Unclaimed Property program. This is an exciting opportunity to plan, develop, and manage Oregon's unclaimed property audit program and manage the audit team to ensure activities meet legislative intent and comply with agency policies and guidelines.

Overview of Position Responsibilities

  • Responsible for planning, organizing, directing, staffing, and coordinating day-to-day activities to ensure programs operate efficiently and in accordance with applicable laws, and they meet the agency's strategic objectives and goals.
  • Reviews and approves the annual audit plan and strategies to increase holder compliance with unclaimed property laws.
  • Selects businesses for audit and evaluates businesses selected for audit to determine resource needs. Assigns accounts to staff based on complexity, auditor experience level, auditor development needs, and whether the audit should be performed by an individual or team.
  • Decides and resolves the most complex audit issues requiring the application and interpretation of unclaimed property laws and policy.
  • Develops and negotiates voluntary disclosure agreements and audit settlements with holders in cooperation with the Attorney General's Office.
  • Assists staff to resolve complex issues, mediates between the department and businesses to resolve contested audit findings and minimize the occurrence of disputes and litigation.
  • Negotiates and manages third-party audit vendor contracts for auditing out-of-state businesses.
  • Unclaimed Property Holder Services
  • Directs all holder services activities to ensure the proper and timely receipt and reconciliation of unclaimed property funds, securities, and safe deposit boxes; the correct interpretation and application of statutes; positive relationships with the business community nationwide; and efficient and effective operations. Manages the holder services team to achieve program objectives.
  • Manages the unclaimed property annual reporting process ensuring timely receipt, entry and reconciliation of reports filed totaling about $100 million per year.
  • Approves or denies holder applications for entry into Oregon's Voluntary Disclosure Program.
  • Oversees the receipt, management and disposition of stocks and bonds transferred to the state.
  • Administers the safe deposit box program ensuring appropriate internal controls and security are in place, and is responsible for the regular accounting, security, and liquidation of safe deposit box contents.
  • Consults with large holders and their legal teams on the best ways to comply with Oregon's laws. Handles inquiries from state officials, other states, professional and business organizations, and escalated issues from program stakeholders.
  • Conducts training seminars for industry and individual groups throughout the state. Presents to professional organizations in Oregon and at national unclaimed property conferences.
  • Directs the creation and implementation of public awareness campaigns and activities meant to promote unclaimed property compliance and unclaimed property claims.

Work Schedule

This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury's office in Salem. The schedule will be approximately 50% time spent remote with weekly in-office presence.

Salary

This position is a management service position and is classified as a Principal Executive Manager E. The salary range for this position is $77,760 - $126,252 annually.

Minimum Qualifications for Our Position

Three years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.

OR

Two years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

OR

Three years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.
