MINIMUM SKILLS & REQUIREMENTS:



  • Bachelor's degree with a focus in computer science; or a focus in computer and information sciences, engineering, mathematics, management information systems, cybersecurity, or a related discipline with corresponding experience and demonstrated mastery of relevant computer science topics
  • Direct experience with software development and requirements management
  • Proven experience leading teams to develop new and existing products, solutions, and processes
  • Experience with project logistics by managing and balancing project resources across multiple competing priorities, including securing adequate resources needed for teams to meet schedule
  • Communicates effectively, accurately conveys project status, and able to identify, assess, and mitigate risks
  • Strong written and oral communication skills, including the ability to express technical ideas to senior decision makers
  • Strong leadership and organizational skills
  • Experience working government programs with controlled engineering baselines
  • Intermediate knowledge of cyber security, including common risks to IT systems
  • Intermediate knowledge of enterprise IT concepts, architectures, and systems (compute, network, storage)
  • Basic knowledge of virtualization and containerization technologies
  • Intermediate knowledge of computer networking
  • Familiarity with cyber range tools, including deployment automation, configuration automation, monitoring, and traffic generation
  • Experience managing a data center of similar or larger scale
  • Intermediate knowledge of IT Service Management best practices


DESIRED SKILLS & REQUIREMENTS:



  • Master's degree in technical field
  • 20 plus years of related, proven experience performing similar duties
  • Software engineering and testing experience
  • Experience leading engineering teams, making technical presentations, and writing formal reports

FILLING THIS POSITION IS CONTINGENT UPON FUNDING

PRIMARY DUTIES & RESPONSIBILITIES:

Scientific Research Corporation is recruiting for part of an IDIQ Contract to provide National Cyber Range Complex (NCRC) Event Planning and Operations Support (EPOS). This contract spans across a 10-year timeline with possibilities for extension, and both Lot 1 and Lot 2 award potential. The DoD Test Resource Management Center (TRMC) is partnering with the Services to increase the capacity and capabilities of the National Cyber Range Complex (NCRC)



  • Designs, develops and oversees system architectures, including complex systems and systems designactivities
  • Ensures conversion of mission requirements into total systems solutions that account for design and technology maturity constraints of the system
  • Supports design reviews
  • Maintains knowledge of current and developing technologies and design and analysis methodologies and develops models and architectural guidelines for current and future system development
  • Manages technical performance and engineering costs and schedules and serves as the Contractor's technical spokesperson for projects and/or programs
  • Advises management and customers on operations and research studies and applications, including technology assessments, schedule and budget development to complete projects and deliver results to customers
