WHAT IS THE HUMAN CAPITAL OFFICE (HCO)DIVISION?

HCO, COS Finance, Business Performance and Analysis

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.


  • Advises and collaborates with EDI and HCO senior leadership on an Enterprise level to develop and execute diversity and inclusion strategies that are dependent upon HCO roles and responsibilities including but not limited to reviewing Human Capital policies and practices from an EDI lens to assure HCO incorporates respective strategies according to sound human resource business practices. Influences and executes strategies beyond the incumbent's positional 'advisory' role.
  • Serves as a trusted source, Enterprise D&I advisor and HCO Resident expert to HCO Senior Leadership Team for advice and counsel on the most complex and sensitive matters. Participates in HCO Executive and Senior leadership meetings to stay abreast of enterprise wide IRS/HCO policies/practices as well as those that impact HCO employees.
  • Identifies opportunities for collaboration on diversity and inclusion initiatives with HCO and EDI leadership including the establishment and maintenance of relationships, the sharing and extension of programs, and the identification of best practices in order to use diversity and inclusion as a business strategy. Collaborates with EDI Relationship Manager to identify/obtain EDI-related data and analysis to drive HCO senior leadership data-based decisions and actions. Ensures decisions are made regarding diversity and inclusion regarding all Human Capital life-cycle areas (talent acquisition, talent development, employee engagement, LSR, etc.).
  • Maintains awareness and advises leadership around current EDI-related demographic data and its impact on various HCO related actions. Uses tools and has access to workforce demographics, FEVS and other data to help build an agency-wide strategy. Provides trend analysis and recommendations regarding the data and strategies for ensuring the HCO workforce and IRS workforce encourages a diverse laborworkforce and has planned strategies for targeting areas needing strengthening.
  • Drives and develops the HCO MD-715 Strategy and related action plans to execute the strategy, including targeted HC strategies to address gaps throughout IRS, as well as identifying and addressing gaps for HCO's own business unit strategies. Drafts HCO's response and input for the MD-715 report, specifically reporting out on HCO accomplishments and milestones.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-14 LEVEL: Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Professional experience in diversity and inclusion concepts, principles, theories, and methodologies sufficient to provide authoritative advice and guidance to management relative to incorporating program strategies into operational processes. To be qualifying, your experience must be sufficient to demonstrate experience in applying analytical and evaluative methods and techniques in assessing a full range of circumstances and complexities associated with diversity and inclusion issues and group dynamics; Elements, processes, and methodologies required in developing financial analysis and business cases; and change management principles and methodologies necessary to effectively align diversity and inclusion initiatives and manage implementation. You must be able to clearly demonstrate experience whereby you applied a comprehensive knowledge of core business strategies and the ability to incorporate diversity and inclusion concepts in achieving overall program goals, and demonstrated a wide range of knowledge in diversity and inclusion, human capital, and change management techniques.

  • Tour of Duty: Day Shift - Start and stop times between 6:00am and 6:00pm.

  • Obtain and use a Government-issued charge card for business-related travel.
  • May be eligible for telework based on IRS policy. If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program.
