You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-9: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal Service. Examples of specialized experience includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Developing changes in methods and conducting studies of employee/organizational efficiency and productivity. Planning, coordinating and establishing operating methods and procedures for accomplishment of project mission. Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. OR EDUCATION: Master's or equivalent graduate degree in a related field of study. OR Two Full years of progressively higher-level graduate education leading to a master's degree in a related field of study. OR L.B. or J.D., if related. OR A combination of qualifying graduate education and experience equivalent to the amount required. Specialized Experience GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Prepare evaluations for a segment or phase of broader project or study Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Prepare draft reports and other substantive guidelines and materials. Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures. Perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations. Make recommendations and conduct studies of employee/organizational efficiency and productivity. OR EDUCATION:Ph.D. or equivalent doctoral degree in a related field of study. OR Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study. OR LL.M., if related OR A combination of qualifying graduate education and experience equivalent to the amount required. SPECIALIZED EXPERIENCE GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience should include an understanding of budgeting methods and techniques, the ability to prepare analyses and estimates, and oral communication techniques sufficient to present findings and negotiate solutions.
