THE ROLE

The Regional Director, Operations, leads and promotes ongoing innovation, development and provides strategic leadership and overall successful operations within Oregon Region Quality Management & Medical Staff Services (ORQMMSS) and on behalf of Providence St. Joseph Health Integrated Strategic & Financial Plan, Health.

Reporting directly to the Executive, Oregon Region Quality and Medical Staff Services, the Regional Director works with system/enterprise and regional partners, internal stakeholders and others to align efforts and drive the continued growth of each domain within ORQMMSS; this includes clinical, programmatic, administrative, and financial stakeholders across the Region in support of the best possible outcomes of care.

The Regional Director participates in and collaborates with both Providence system-supported initiatives and state services with Providence Medical Group, Home & Community Services, ambulatory care and the Clinical Programs when appropriate and as applicable.

The role provides effective leadership in guidance to planning, prioritization, and development of operational initiatives, implementation, and evaluation of initiatives and projects to ensure effective use of resources, coordination and standardization.

The Regional Director serves to coordinate the activities within the Division in all domains, including Accreditation, Patient Safety/Risk Management, Quality/Medical Staff Services, Utilization Management, and Clinical Documentation Improvement.

The Regional Director is a subject matter expert who represents the Division regional leadership, engaging management and staff to work together to improve the quality, reliability, and safety of patient care.

The position provides leadership to and management of the Clinical Project Managers.

The position provides direct mentoring and training for the Quality Management/Medical Staff Services Directors and members of their teams.

ESSENTIAL FUNCTIONS



  • Strategic:
  • Collaborates with Executives in the Oregon Region and leaders in ORQMMSS to set key strategic objectives and direction that promote a unified vision and culture to develop and implement priorities identified by Providence Health and Services, the Oregon Quality Council and individual ministries across the continuum of care.
  • Provides leadership to the regional organization to maximize quality, reliability, patient safety, cost effectiveness, enhance the patient satisfaction and responsiveness of leaders and staff members.
  • Assist in development and implementation of the Clinical Performance Improvement Plan for the Oregon region.
  • Management:
  • Accountable for the performance of the team in the Oregon Region. This includes Clinical Project Managers, other direct reports, extending to other domain-specific team members.
  • Plans and assures that the Quality and Medical Staff Office functions meet guidelines and continual readiness.
  • Plans, directs and supervises the activities of quality, patient safety, and risk management and performance improvement programs, minimizing variation and moving toward centralization of processes, while maintaining attention to resources.
  • Develops the methodology of continuous quality improvement, Change Acceleration, and LEAN principles by using multi-disciplinary teams to identify problems, analyze variations and improve complex processes and systems to enhance the quality of patient care and the patient's perception of quality; delivers results and demonstrates ability to shift course in nimble and flexible manner.
  • Manages the resources for and leads clinical project managers in project planning and execution: setting expectations, following project successes, and creating opportunities for improvement.
  • Develop and implement mentoring program for new leaders; participates in development of leaders targeted at thoughtful succession planning.
  • Identify, develop, and implement education and training needs of Quality and Medical Staff Directors.
  • Operational:
  • Coordinates and collaborates with Regional Directors of Accreditation, Clinical Analytics, Patient Safety/Risk Management and Utilization Management/Clinical Documentation Improvement to ensure quality, safe and reliable processes in delivery of care.
  • Accountable to manage and oversee the portfolio of projects and provide ongoing communication of progress to leadership, including requests for potential services and presentations for prioritization and scope against committed work and available resources.
  • Develops defined scopes of work for requested services and potential focused analytic, quality improvement, process improvement and performance improvement engagements. The statements of work include assumptions, requirements, time estimates, deliverable, and success metrics.
  • Maintains expertise of important and emerging topics, matters and issues in the current healthcare environment to serve as consultant to a diverse group of leaders and stakeholders accountable for quality improvement across the Oregon Region.


QUALIFICATIONS



  • Bachelor's Degree in Nursing
  • Master's Degree in Nursing, Public Health, Business, Business or Healthcare Administration, or enrolled in a Master's program
  • Upon hire: Oregon Registered Nurse License (Vendor Managed)
  • Upon hire: In compliance with the Providence Health and Services-OR Human Resources policy #302 Background Checks, a criminal background check is required for this position
  • 7 years of experience in nursing with 5 years in acute care setting required
  • 5 years of experience in progressive leadership and management roles required
  • Demonstrated experience with managing professional staff who work independently on tasks and projects required
  • Recent experience in standards from CMS (Center for Medicare and Medicaid Services), TJC (The Joint Commission) survey and visits, state and federal inspection comprehension and principles of high reliability IHI (Institute for Healthcare Improvement), and experience required
  • Demonstrated strong oral and written communication skills, effective with both individuals and groups, regarding complex issues or regulations
  • Expert knowledge of Centers for Medicare/Medicaid Services (CMS), The Joint Commission (TJC), Regulations and State/Federal laws which affect healthcare activities
  • Advanced analytical & problem-solving skills and developed business acumen (finance, accounting, economics, and risk management) are required.
