Health & Wellness Manager, Human Resources - SF Municipal Transportation Agency (9179) Recruitment: RTF0134480-01082641 Annual Salary: $151,918 to $193,856 Accepting applications until: June 30, 2023
Position Description: Under the administrative direction of the Chief People Officer, the Health & Wellness (H&W) Manager will be primarily responsible for managing, organizing and directing the work of the San Francisco Municipal Transportation Agency’s (SFMTA) Health & Wellness Program, which includes License & Medical, Substance Abuse Program, and the Wellness & CARE Peer Assistance Program. Examples of Important and Essential Duties: • Stays abreast of state, local, and federal compliance requirements to inform policies, and procedures for the programs. • Develops, implements, and maintains H&W policies, administrative monitoring practices, and controls to obtain efficient and effective operation of the programs. • Evaluates the effectiveness and efficiency of the various service delivery systems. • Builds a culture of trust and alignment with SFMTA core values; takes appropriate steps to improve performance, including coaching and training. • Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major SFMTA priorities. • Plans, monitors, evaluates, and supervises the operation of program vendors in H&W programs. • Advises and consults with other section managers and with division managers. • Receives and analyzes division and SFMTA reports; directs the preparation of monthly and annual reports; directs the collection and analysis of information and reports necessary to document and evaluate processes. • Serves as liaison for the SFMTA with a variety of other San Francisco City/County staff, policy-making officials, and officials of outside agencies; explains and justifies administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems. • Secures wellness services contracts. • Develops and administers the budget for wellness services contracts. • Administers the H&W program budget. • Performs other related duties and responsibilities as assigned.
Nature of Work: Candidate must be willing to work a 40-hour work week as determined by the SFMTA, on-call support, and occasional weekend and holiday work as needed.
How to qualify Minimum Qualifications: • Possession of a Baccalaureate degree from an accredited college or university AND • Five (5) years of experience in Human Resources, or Workplace Wellness Programs interpreting laws and regulations, and exercising independent judgment in the application of defined principles, practices, and regulations AND • Three (3) years of the above experience must include supervising staff who interpret laws and regulations and exercise independent judgment in the application of defined principles, practices, and regulations. Substitution: Additional qualifying experience in Human Resources or Workplace Wellness Programs as described above may be substituted for the required education on a year-for-year basis. One year (2000 hours) will be considered equivalent to 30-semester units/forty-five (45) quarter units.
Notes: 1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted. 2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
Desirable Qualifications: The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring. • Human Resources experience as described under section 2 of the minimum qualifications in any transit industry. • Experience with Diversity Equity and Inclusion programs. • Experience working with safety-sensitive positions in an FTA-regulated working environment. • Formal Presentation Skills -- Develops and articulately delivers compelling, professional formal presentations to group audiences. • Experience in the collection and review of data analysis and the ability to focus on key metrics. • Excellent project management skills. • Excellent conflict resolution skills. • Strong team player and team-building skills. • Management experience in Human Resources. • Strong customer focus; excellent interpersonal communication skills. • Proficiency using Adobe Acrobat application software. • Proficiency using Microsoft Office products, including PowerPoint.
