Joliet Junior College is seeking a Senior HR Generalist, Talent to join our HR management team as the leader of the talent and acquisition team which includes the development of hiring strategies, full-cycle recruitment, sourcing and branding. This person should be adept at selection methods, social media, communication, organization, leadership and strategic thinking. The Senior HR Generalist, Talent will collaborate with hiring managers, HR professionals, interviewers, recruitment personnel and external partners such as job boards, social media platforms and career fair organizers. Responsible for designing, delivering, and continuously improving both talent acquisition and retention measures while facilitating successful employee recognition events; positively impacting employee retention and engagement.

The Senior HR Generalist, Talent will have a leadership opportunity to STRENGTHEN FROM WITHIN by carving out a plan that ensures a supportive and collaborative work environment to retain and develop diverse and talented employees. This will be accomplished by enhancing the employee experience through increased innovation, satisfaction and belonging.

The Senior HR Generalist is a credible activist that provides strategic guidance, advice, and leadership on all human resource related activities, in support of and aligned with the College's strategic and operational priorities. The Senior HR Generalist will provide services to the College in the areas of talent management, onboarding, employee relations and retention, performance management, diversity initiatives, learning & development, policy interpretation and human resources information systems (HRIS). The emphasis for the Senior HR Generalist Talent Acquisition and Retention includes talent acquisition, orientation, onboarding, performance management, retention, and learning and development. Supervises and directs HR Generalists.

ESSENTIAL JOB DUTIES
1. Proactively partners and collaborates with employees on best approaches, practices, policy, and procedure to create and sustain a high performing workforce.
2. Keenly assess systemic and ongoing human resource programing and institutional structures through the lens of diversity, equity, inclusion, and social justice to sustain a culture of belonging.
3. Provide best practice and specialized research to intentionally transform the College's talent acquisition, performance management, learning and development and employee engagement strategies.
4. Contribute to the college strategy by utilizing sound judgment and reporting to inform decision making that supports the building of organizational talent and workforce readiness.
5. Actively partner with managers, staff, and bargaining unit representatives to address various workplace issues and function as a subject- matter expert for administrative practices.
6. Develop ongoing communication and relationships to allow for proactive planning and partnership.
7. Drive efforts to optimize HRIS system functionality including, but not limited to, increased efficiencies, automation, configuration, analytics, training & documentation in related technology systems.
8. Establish, lead, or implement HR initiatives in alignment with strategic goals and objectives.

KEY RESPONSIBILITIES
1. Demonstrate emotionally intelligent leadership; supporting a climate of teamwork, accountability and collaboration with direct reports and team.
2. Engage in activities to increase JJC (Joliet Junior College) employment brand awareness and maintain presence at community events to increase diversity in applicant pools and ensure the equitable treatment of all applicants and employees.
3. Responsible for designated annual budget areas including recruitment, background testing, and various HR systems. Negotiates vendor contract renewals and agreements. Ensures procurement of services is compliant with College policies and procedures.
4. Creates and delivers training and presentations to diverse audiences and backgrounds.
5. Monitor compliance. Ensures all documents are appropriately processed, ensuring confidentiality. Process and analyze reports on several types of employee data (EEO and diversity initiatives including the preparation of reports; analyze headcount, turnover, recruitment trends, and other employment/employee statistics).
6. Coordinate across stakeholders, providing timely and concise communications regarding status of services/projects and pending issues. Educate, mentor and train HR staff on processes and professional practices related to talent acquisition, recruitment, employment, employee engagement/retention, general HR administration and utilizing HR systems.
7. Remain professionally and technically current on all regulatory and compliance related statues, trends, and developments relative to successful execution and performance of the function and position.
8. Perform related duties as assigned.

MINIMUM QUALIFICATIONS AND SKILLS
1. Bachelor's degree in human resources or business-related field.
2. 5 years of professional experience in HR with a demonstrated proficiency in 2 or more areas of human resources management including but not limited to compensation, benefits, employment, employee relations, rewards & recognition, labor relations, talent acquisition, organizational development, employment law, DEI (Diversity, Equity, and Inclusion), HRIS, and learning & development.
3. 2 years supervisory/management experience.
4. Knowledge of Microsoft Office Suite and HRIS applications and reporting.
5. Strong verbal and written communication skills; attention to details skills to interact with HR constituents, cross-functional colleagues, and IT (Information Technology).
6. Ability to accurately collect information to understand and assess the clients' needs and situation.
7. Advanced knowledge of employment law and HR policies and practices; local and state laws and regulations; financial/business acumen.
8. Demonstrated ability to partner with direct reports and all levels of the organization to deliver transformative organizational human resources support and services in alignment with the mission, vision, and values of the College.
9. Ability to establish and maintain cooperative and effective working relationships with other members of the college and community, displaying cultural competence as well as emotional intelligence.
10. Demonstrated commitment to the college's core values of respect and inclusion, sustainability, integrity, collaboration, humor and well-being, innovation, and quality.

PREFERRED QUALIFICATIONS
1. SHRM - PHR or SPHR Certification or similar.
2. Workday HCM experience or training preferred.
3. Experience with change and project management.
4. Experience with HR technology/systems related to performance management, applicant tracking and learning management.
5. Demonstrated experience in higher education and administration of bargaining unit policies and procedures.
6. English and Spanish verbal and written communication proficiency.
7. Demonstrated multicultural competence.

PHYSICAL DEMANDS
1. Normal office physical demands.
2. Ability to travel between campus locations and to and from community events.
3. Ability to travel in state and nationally.

WORKING CONDITIONS
1. Duties are performed indoors in the usual office and/or outdoor environment.
