DEPARTMENT OVERVIEW UCOP Operations provides critical operational support services to all UCOP leadership and staff including the following: Budget & Finance, Building & Administrative Services, Business Resource Center services, and Human Resources. The work done in UCOP Operations is highly visible at all levels of the organization, with the campuses, and the UC Regents. UCOP Operations develops, implements, and ensures adherence to and participation in UCOP programs, policies, and practices. UCOP Operations works to transform the service experience to increase agility, accountability, and reliability and enhances services by implementing new technologies, developing a supportive work environment, and creating transparent and efficient processes. Position Summary This position develops and manages or supports the implementation of new programs and processes and uses advanced operational concepts and organization objectives to resolve complex issues. Regularly works on issues including analysis of situations, variable factors, and competing demands. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Primarily deals with programs and proposals which affect a large area of the organization or organization-wide initiatives. Works as project analyst, project manager, and communications analyst for projects in the UCOP Operations Executive Director's immediate office as well as for projects in any of the UCOP Operations functions as assigned. The position supports and coordinates with the UCOP Operations functional and team leads to ensure the leads have the resources needed to meet the deadlines and deliverables. The position also develops key Operations communications vehicles and content and coordinates with functional owners to develop and deliver an integrated communications plan. Key Responsibilities 55% Business & project management: works directly with Executive Director, UCOP Operations, the Deputy to the Executive Director and all Operations Functional owners to provide analysis, coordination, and management on projects critical to UCOP Operations' vision. Position will work concurrently on multiple projects in different functional areas in a fast-paced, high-stakes environment and requires an ability to come up to speed quickly in new operational areas and concepts. Project assignments will be determined by criticality to the Operations vision and mission and by the highest needs for project support. In support of projects, this position develops deliverables, analyses, workplans, and coordinates with all levels of UCOP staff. Position is expected to independently develop and advocate for solutions, bring creative ideas to the team, work with minimal guidance in seeking information required for the project, participate proactively in project activities, and track project deadlines and deliverables to ensure timely completion. 30% Communications analyst: works directly with the Deputy to the Executive Director, UCOP Operations and all Operations functional owners to develop and implement an integrated and coordinated operational communications strategy and plan. Develops and implements communication vehicles and content, working closely with resources in UCOP Marketing & Communications to ensure coordination with other UCOP communications. 10% In support of primary project and communications responsibilities, independently seeks out information required to complete tasks, researches and summarizes best practices, juggles competing priorities, proactively identifies conflicts, keeps the Deputy to the E.D. and functional owners fully informed of work status. 5% Manages external facing UCOP websites across the subdivision as requested or needed on an ongoing basis. Experience Required Qualifications Min 4-6 years prior experience managing complex projects and using project management software. Two years experience writing and drafting internal staff communications and operational instructional guides. Advanced knowledge and experience using Microsoft office suite tools and online conferencing technology. Preferred Qualifications Adept in using and getting up to speed with various types of technology, including Smartsheet, Zoom, project management software, and web editing software Skills and Abilities Required Qualifications Strong organizational, project coordination, problem-solving, interpersonal, and coordination skills with a "can-do" attitude. Ability to manage high level of interaction with various functional owners and change gears from one project to another quickly, while understanding how the Operations projects impact each other. Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing. Ability to develop clear communications for a variety of audiences. Ability to develop communication vehicles. Strong knowledge of common communications vehicles and tracking tools. Thorough knowledge of Microsoft operating system (2007 and 2010), MS Office applications, and Zoom conference applications. Knowledge of common organization-specific computer applications and/or ability to quickly come up to speed on new tools. Ability to prioritize and juggle competing priorities with demanding timeframes. Ability to use discretion and maintain all confidentiality. Preferred Qualifications Experience working with productivity management tools and Smartsheet preferred. Ability to work collaboratively and effectively with different levels of the organization from senior leaders to staff Education Required Qualifications Bachelor's degree in related area and / or equivalent experience / training Travel Requirements 5% Possible travel to support with events Job Title Project Policy Analyst 4 Job Code 007399 Salary Grade Grade 23 Payscale: $106,000 - $122,000 Full Salary Range: $85,800 - $158,200 The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
