Department Overview
The Office of Risk Services is responsible for developing and implementing Enterprise Risk Management systemwide, identifying and developing strategies to minimize the impact of risk, developing a center of excellence for managing risk, reducing costs and improving safety by executing new ideas and strategic plans in a rapid manner.

Position Summary
Under direction from the Executive Director of Environment, Health & Safety within the UC Risk, this position analyzes the development, implementation, and administration of systemwide policies and programs sponsored by UC Risk EH&S. The position is responsible for overseeing various aspects of Environmental Health & Safety (EH&S) programs and initiatives across the University of California (UC) system. The position plays a key role in developing and analyzing EH&S budgets, working directly with all levels of managers, and providing fiscal accountability. Additionally, the position oversees the management and coordination of the systemwide Protective Equipment program, including vendor management, program regulations, and the program budget. The position also provides proposals and recommendations to support the strategic direction of various committees and collaborates with stakeholders to ensure program compliance and effectiveness. Other key responsibilities include developing and managing EH&S-related contracts, grants, and agreements, developing forward-looking budgets for Enterprise Safety programs, and conducting post-implementation analysis to determine the need for further enhancements to agreements and contracts. The overall goal of the position is to reduce the frequency and severity of workplace injuries and illnesses for UC employees, while also decreasing the University's workers' compensation costs associated with these incidents.

Key Responsibilities

* 20% SYSTEMWIDE EH&S PROGRAM BUDGET Responsible for developing and analyzing complex EH&S budgets, financial data, systems, and resource projects, working directly with all levels of managers. This includes overseeing all related EH&S financial transactions, working with systemwide project managers or subject matter experts to develop program-specific or project-specific budgets, and developing strategies for funding EH&S activities. Responsible for providing fiscal accountability by reviewing and recommending funding for transfers and reimbursements for EH&S projects based on terms of agreements. Provide financial summary reports and projections every quarter. Leading and managing the annual budget planning process for EH&S programs and initiatives. Conducting cost analyses to identify cost-saving opportunities and recommending changes to program budgets to maximize efficiency and effectiveness Developing and implementing key performance indicators (KPIs) and metrics to measure the financial performance and effectiveness of EH&S programs and initiatives Providing training and guidance to staff and stakeholders on EH&S budgeting and financial management processes and procedures.

* 20% ENTERPRISE SAFETY MOUs AND BUDGETING Work with various Enterprise Safety programs (e.g., Centers of Excellence CoE) to develop a contract that clearly outlines the scope of work, identifying the appropriate managerial approvals required. Develop and submit a forward-looking budget for each CoE in collaboration with relevant stakeholders. Coordinate the execution of the CoE contract and ensure timely follow-up with the relevant parties to ensure successful implementation. Conduct post-implementation analysis to determine the need for further enhancements to the CoE agreement and contract language. Collaborate with relevant departments and programs to ensure that Enterprise Safety programs are aligned with the university's goals and objectives. Regularly monitor and evaluate the effectiveness of the CoE contracts and provide recommendations for improvement as needed.

* 20% PROTECTIVE EQUIPMENT PROGRAM Responsible for managing and coordinating the oversight of the systemwide Protective Equipment program, which includes a range of personal protective equipment (PPE) and has an annual spend of approximately $3 million. This includes vendor management for several vendors, program regulations to assure that employees are appropriately ordering and utilizing the PPE, overseeing the development and implementation of the online ordering portal, which coordinates with approved vendors, and the program budget. The program provides various types of PPE to employees who work in hazardous conditions. Coordinating with vendors to ensure compliance with program regulations and quality standards for all types of PPE. Conducting regular assessments of program effectiveness and making recommendations for improvement Collaborating with campus and medical center EH&S Director leadership councils, EH&S program managers, staff, and faculty to ensure program compliance and effectiveness Developing and implementing a process to measure and report on the program's impact on reducing injuries and associated costs Identifying and addressing any issues related to the program, including vendor performance, product quality, and employee feedback The overall goal of the program is to provide high-quality, appropriate PPE to employees whose job duties expose them to hazardous conditions, reducing the frequency and severity of workplace injuries and illnesses for UC employees, while also decreasing the University's workers' compensation costs associated with these incidents.

* 20% SYSTEMWIDE RISK LEADERSHIP COMMITTEES Develop proposals and recommendations to guide and support a broader strategic direction for various committees, including but not limited to the Campus EH&S Leadership Council, Medical Center EH&S Leadership Council, High-Containment Laboratory Oversight Committee, Systemwide Pesticide Oversight Committee, and Unmanned Aircraft System (UAS) Advisory Board. Collaborating with the Chair and UC Risk liaisons to develop meeting agendas, ensuring that they align with committee goals and priorities Tracking action items and providing meeting coordination to ensure that committee members are aware of their responsibilities and deadlines Communicating regularly with all members in each group, building positive relationships and trust Managing correspondence and minutes, ensuring that they accurately reflect discussions and decisions Providing project coordination for significant initiatives undertaken by these committees, identifying and resolving potential issues that may arise.

* 20% SYSTEMWIDE EH&S CONTRACTS Responsible for researching and drafting complex proposals, reports, briefings, requests for proposals (RFPs), and executive summaries in coordination with the responsible EH&S Workgroup. Establishing and maintaining contacts both internally and externally to collect and exchange data in support of loss prevention and mitigation efforts Developing and managing EH&S-related grants, contracts, and agreements Identifying and alerting stakeholders to issues and working with appropriate parties to resolve them Ensuring timely and proper amendment, extension, or closure of grants, contracts, and agreements as necessary Managing third-party vendor contracts for EH&S services and Memoranda of Understanding (MOUs) with government agencies and other locations Collaborating with other EH&S professionals and external organizations to research and identify industry best practices in environmental health and safety.

* Minimum of 8 years experience with advanced or expert knowledge/understanding of broad range of EH&S fields and familiarity with all EH&S fields.

* Advanced or expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards, guidelines and, as appropriate, recommend organization policy.

* Strong written, verbal and interpersonal communications skills, including advanced political acumen and skill to effectively communicate with diverse constituencies in a highly political environment.

* Advanced skill to effectively represent the organization to state and federal authorities, and community groups.

* Advanced analytical and organizational skills to organize, prioritize and manage the successful completion of projects within budget and time constraints.

* Skill in mentoring or overseeing the work of other EH&S technical and professional staff.

* Skill to appropriate use technology and relevant scientific equipment as required.

Education

* Bachelor's degree in related area and/or equivalent experience/training.

* Professional certification preferred (e.g., CPHRM, CHSP, etc.).

Travel Requirements
30% Travel includes to UC locations, conferences and workgroup meetings

SPECIAL CONDITIONS

This position is eligible for a hybrid or remote work arrangement within the state of California. The person hired will be required to reside within California and may be asked to report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA at least two days per week, subject to change.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
