Technical Expert in Natural Resource Law Enforcement Training and Practice

**LOCATED IN JAKARTA**

Management Engineering Technologies International Inc. (METI), in support of the US Forest Service Office of International Programs (USFS/IP), is seeking a senior technical expert with extensive experience in the training, management, development, implementation and regulatory frameworks related to natural resource law enforcement for its Law Enforcement Technical Advisor (LETA) Program in Indonesia.

Background

The LETA Program is being implemented by USFS/IP with the support of the US State Department's Bureau of International Narcotics and Law Enforcement Affairs, Office of Global Programs and Policy

(INL/GPP). The long term goal of the program is to support key government partners in Indonesia to strengthen their natural resource law enforcement capacity with a focus on the Forest Ranger Sub Directorate. The LETA will be embedded within the Indonesia Ministry of Environment and Forestry (MoEF) Law enforcement Sub directorate known as the Directorate General of Environmental Health and Forest Law Enforcement (Gakkum), providing law enforcement technical assistance through day to day collaboration over an 14-18 month assignment onsite in Jakarta, Indonesia. This model of long term technical exchange allows for targeted and highly customized support to GoI.

The focus of the LETA Program is to support Gakkum establish and implement a standardized forest ranger training program as well as specialized trainings to strengthen law enforcement, detection, and investigative capacities in Gakkum jurisdictions; reinforce coordination with other law enforcement agencies both in Indonesia and abroad; and ensure the effectiveness of the regulatory framework to combat natural resource crime.

Program Description

The LETA will serve as a senior-level advisor, mainly working with designated counterpart staff in Gakkum, and with other government agencies as appropriate, and will be placed either within Gakkum offices or in close proximity.

The Advisor should be prepared to address all or most of the following focal areas which have been jointly identified by USFS/IP and Gakkum as objectives for the position, in addition to others as needed:

  • Support the development of GOI Forest Ranger Training Academy, advising and supporting on topics such as: training curriculum, teaching philosophy, training of trainers, management structure, specialized and general course development;
  • The development and implementation of data-driven law enforcement strategies and improved remote sensing technology and monitoring surveillance systems to identify illegal operations in remote areas;
  • The analysis of policies, regulations, or legislation aimed at combating natural resource crime and associated trade of forest and wildlife products,
  • The establishment of cooperation mechanisms between law enforcement entities within Indonesia and/or with key international partners on combating illegal natural resource activities and the associated transnational movement of illegally sourced forest/wildlife products;
  • The transfer of technical skills to law enforcement personnel, such as investigators tasked with complex case investigations;
  • Identification and development of advanced training topics for Forest Ranger Instruction including but not limited to illegal logging, wildfire investigation, countering illegal wildlife trafficking etc.
  • Relationship strengthening and awareness building around the importance of addressing natural resource crimes among various entities within the justice sector to ensure cases are prosecuted and reach adjudication.



Position Requirements

The LETA will be a senior-level expert with extensive experience in natural resource law enforcement training and practice. Desired qualifications include:

  • A master's degree or equivalent work experience in one or more of the following:

    • regulatory frameworks related to natural resource law,
    • environmental policy,
    • natural resource law enforcement,
    • specific natural resource law enforcement topics such as illegal logging, counter wildlife trafficking, illegal mining, illegal deforestation etc.,
    • Education, and education administration,
    • other relevant areas of expertise related to Forest Ranger training, capacity development, natural resource law enforcement;


  • 15 years of law enforcement and/or policy, regulatory, or legal experience in the fields of land management or natural resources;
  • Extensive knowledge of core technical and policy issues pertinent to the development and/or implementation of Academy and training development, natural resource law enforcement strategies, policies, regulations, or legislation related to combating natural resources crime;
  • Proven experience in facilitating cooperation among diverse stakeholders with competing priorities to catalyze improved outcomes;
  • Experience working with United States Government (USG) agencies;
  • Experience in program design and strategy formulation;
  • Experience in managing teams, facilitating multi-stakeholder consultation processes, and building partnerships;
  • Excellent written and oral communication skills;
  • Excellent interpersonal skills;
  • Demonstrated intercultural and diplomacy skills;
  • Demonstrated ability to take initiative and thrive without day-to-day supervision
  • Educational, professional, and/or personal experience overseas (experience in Southeast Asia preferred);
  • Required computer proficiencies: Word, Excel, PowerPoint;
  • Fluency in English required



Location: Jakarta, Indonesia

Period of Performance: The tenure of the LETA is estimated to be a continuous 14-18-month period, with the possibility of extension. The start date can be negotiated but is preferred to be on or before June 1, 2023.

Remuneration: Salary will be at the discretion of the hiring agency, Management and Engineering Technologies International Inc., and will be proportional to the demonstrated skills and experience of the successful candidate.

Associated expenses such as housing, travel, health insurance, relocation allowance, education for dependent children, and other expenses will be covered as applicable for the successful candidate.
